Job Description
Heritage Health Network (HHN) is seeking an experienced and detail‑oriented HR Manager to oversee human resources operations, compliance, recruitment, and employee relations. This role plays a critical part in ensuring HR policies align with legal requirements, supporting workforce management, and fostering a positive employee experience.
This position follows a hybrid work model, balancing remote, in‑office, and field responsibilities as needed to support company operations and employee engagement.
Key Responsibilities- HR Compliance & Regulatory Oversight
- Turnover & Attendance Reporting:
Track employee turnover and attendance rates, providing key workforce insights to leadership. - Employee Handbook Audits:
Conduct annual reviews and updates to ensure compliance with company policies and employment regulations. - Background Checks:
Manage OIG/SAM background check processes, assess scope requirements, and engage vendors as needed. - State & Federal Compliance:
Ensure adherence to California labor laws, EDD reporting, and other regulatory requirements. - Mandatory Training Compliance:
Track required training completion, such as sexual harassment prevention, and coordinate follow‑ups.

- Recruitment & Talent Acquisition
- Full‑Cycle Recruitment:
Lead job postings, candidate screening, interviews, and hiring processes to attract top talent. - Job Title & Role Structuring:
Develop and refine job descriptions, assess exemption status, and align roles with compensation policies. - Talent Pipeline Development:
Proactively source and build a pipeline of qualified candidates for key positions. - Candidate Experience & Selection:
Conduct structured interviews, ensure hiring decisions align with company goals, and comply with EEOC and labor laws. - Onboarding & Retention:
Oversee onboarding, 30‑day check‑ins, and employee engagement efforts to improve retention.
- Full‑Cycle Recruitment:
- Employee Relations & Performance Management
- Performance Review Process:
Implement structured performance evaluations, track progress, and provide feedback for continuous improvement. - Employee Relations & Documentation:
Handle performance discussions, corrective actions, and terminations with proper documentation. - Offboarding & Compliance:
Develop termination procedures, ensuring compliance with final pay, benefits, and legal requirements. - Medical Leave & Accommodations:
Manage leave of absence requests, track return‑to‑work status, and ensure compliance with leave policies.
- Performance Review Process:
- HR Operations & Workforce Management
- Payroll & Benefits Administration:
Work with payroll vendors (e.g., ADP) to resolve payroll issues, benefits enrollments, and deductions. - Timekeeping & Attendance Adjustments:
Manage timecard corrections, overtime approvals, missed punch follow‑ups, and PTO tracking. - Incentive & Compensation Programs:
Design and oversee performance‑based incentive programs in compliance with California labor laws. - Employee Engagement & Retention:
Develop strategies to foster a positive work culture and reduce turnover.
- Payroll & Benefits Administration:
- Education:
Bachelor’s degree in Human Resources, Business Administration, or a related field required. HR certification (PHR, SHRM‑CP) preferred. - Experience:
5+ years of HR operations, compliance, recruitment, and employee relations experience, preferably in healthcare or a regulated industry. - Regulatory Knowledge:
Strong understanding of California labor laws, employee classification, and HR best practices. - Recruitment Expertise:
Proven experience in full‑cycle recruitment, workforce planning, and talent acquisition strategies. - Communication & Interpersonal
Skills:
Excellent written and verbal communication skills to engage with employees, vendors, and leadership. - Technical Proficiency:
Experience with HRIS, applicant tracking systems (ATS), and payroll platforms (e.g., ADP).
