Data Analyst
The County of Riverside Transportation & Land Management Agency (TLMA) is seeking a GIS Senior Analyst.
This position is established within the TLMA Administration Department and serves as the enterprise-level GIS coordinator for the Transportation and Land Management Agency (TLMA) as a whole. Unlike departmental GIS roles embedded within individual units such as Planning, Building and Safety, or Code Enforcement, this role operates under the Administrator’s office to ensure that GIS efforts across all TLMA departments—and with external partners including the Riverside County Information Technology (RCIT) and regional agencies—are coordinated, non‑duplicative, and strategically aligned.
The position is designed to function with organizational independence, serving all TLMA departments equitably and without advocacy for any single department’s interests.
Under direction, performs advanced, professional-level Geographic Information System (GIS) work involving system analysis, data architecture, application development, and enterprise coordination. This role is responsible for designing, implementing, and maintaining complex GIS solutions, integrating spatial and non‑spatial data, and delivering high‑value analytical products that support organizational decision‑making.
This classification represents the highest technical level within the GIS Analyst series and is distinguished by responsibility for complex assignments, enterprise impact, independent judgment, and leadership of major GIS initiatives. In this role, the incumbent is also responsible for standing up and sustaining a centralized GIS program for TLMA—assessing the current GIS landscape across departments, identifying capability gaps and redundancies, and developing a unified, long‑term GIS strategy that serves the Agency’s mission.

- Experience leading and managing complex, enterprise-level GIS projects and initiatives involving multiple stakeholders, competing priorities, and cross‑departmental coordination.
- Demonstrated leadership capabilities, including the ability to facilitate large meetings, lead strategic discussions, build consensus, and maintain momentum across a broad portfolio of projects and initiatives.
- Knowledge of governmental agency structures, public sector operations, and interdepartmental collaboration.
- Strong project management skills, including experience managing project scopes, timelines, resources, budgets, deliverables, and vendor performance for large‑scale technology or GIS initiatives.
- Strong collaboration and relationship‑building skills, with the ability to work effectively across departments while maintaining organizational neutrality and enterprise‑focused decision‑making.
TLMA is the umbrella agency for seven county departments:
Planning, Building & Safety, Transportation, Code Enforcement, Environmental Programs, Aviation, and Administrative Services.
- Conduct comprehensive GIS systems analysis to evaluate business needs and define technical solutions.
- Translate user requirements into functional GIS applications, workflows, and data structures.
- Design scalable GIS solutions aligned with enterprise architecture and standards.
- Evaluate and recommend GIS tools, technologies, and system improvements.
- Design, develop, and maintain complex geospatial databases and data models.
- Integrate GIS with enterprise systems, including permitting, asset management, and reporting platforms.
- Develop database views, joins, and structured data relationships to support analysis and reporting.
- Establish and enforce data governance standards, metadata practices, and data lifecycle management.
- Perform complex spatial analysis to support planning, infrastructure, environmental, and policy decisions.
- Develop statistical models, trend analyses, and predictive insights using GIS data.
