Position Overview
The Riverside County Information Technology Department (RCIT) is hiring an IT Business Systems Analyst III in Riverside. The role is hybrid and requires on‑call availability.
Responsibilities- Develop custom software applications and implement third‑party applications.
- Manage the entire application development lifecycle: analysis, requirements gathering, project management, testing, implementation, and support.
- Perform application migration and re‑engineering to modernize legacy systems.
- Integrate applications with state systems, third‑party services, and data warehouses.
- Collaborate with internal support teams (Database Admins, System Admins, Technical Services, Applications Support, Help Desk, Business Relationship Managers, and other county departments).
- Conduct systems analysis and design business processes, evaluate technologies, and produce cost/benefit reports.
- Document user requirements, create RFPs or specifications, and evaluate vendor proposals.
- Implement new and modified processes, perform design, application development, installation, and testing.
- Modify and customize software and business applications.
- Coordinate and communicate with end users, management, staff, and vendors on project status.
- Develop project work plans, schedules, and monitor resources, staff time, vendor work, and finances.
- Prepare project documents, reports, feasibility studies, cost/benefit analyses, and quality assurance standards.
- Maintain, support, and administer software applications; provide customer support, training, and problem analysis.
- At least 4 years of IT experience, with 1 year of lead or advanced duties.
- Minimum of 1 year project management experience and full software development lifecycle experience.
- Excellent communication, leadership, team management, negotiation, organization, and risk management skills.
- Experience with MS SQL Server, MS SQL Server Reporting Services, Crystal Reports, MS Visio, and MS Project.
- Knowledge of C# or VB using Visual Studio and application development environments.
- Experience with SharePoint, Excel, Access, JavaScript, CSS, and HTML.
- Familiarity with on‑premise or cloud project management platforms and application packages.
- Completion of 30 semester units (or 45 quarter units) from an accredited college or university, preferably with coursework in computer science, information systems, or a related field.
- Relevant work experience may substitute for required education.
- Valid California driver’s license preferred; position may require travel to customer sites.
- Security clearance conducted by the Sheriff’s Department is required.
