Position: PRINCIPAL INNOVATION & TECHNOLOGY ANALYST - OPERATIONS

Position

The Principal Innovation and Technology Analyst (Operations Division, City of Riverside, Innovation and Technology Department). One vacancy. Eligibility list valid for up to six months.

Responsibilities
  • Perform highly complex system analysis and consultation in design, development, implementation, and maintenance of information systems, networks, servers, supporting hardware and software applications.
  • Provide supervision over Innovation & Technology Analysts.
  • Provide advanced technical assistance to system users following information systems policies and procedures.
  • Evaluate, plan, implement and integrate new systems and current system upgrades.
  • Review highly complex technical reports submitted by staff.
  • Perform project management duties for specialized systems projects.
  • Research, gather costing information, obtain vendor quotes, recommend hardware and software based on current or new City standards.
  • Develop and produce system documentation, instructional and procedural manuals, and system architectural design.
  • Coordinate training for client users on assigned systems, applications, or other special projects.
  • Collaborate with administration to propose enhancements to improve services, policies, and procedures.
  • Apply strong written and oral presentation skills when working directly with other Analysts or end users of varying technical ability and knowledge.
  • Maintain effective and professional relationships with vendors and their technical support personnel.
  • Provide 24/7 on‑call after‑hours support as assigned.
  • Provide scheduled after‑hours support for migrations, installations, troubleshooting and upgrades as assigned.
Qualifications
  • Option I. Education:
    Bachelor’s Degree in Computer Science, Information Systems, or closely related field.

    Experience:

    Five years full‑time experience in computer science, information systems, voice/data communications, data center operations or database administration, with at least two years at a project management or supervisory level.
  • Option II. Education:
    Associate’s Degree in Computer Science, Information Systems, or closely related field.

    Experience:

    Seven years full‑time experience in computer science, information systems, voice/data communications, data center operations or database administration, with at least two years at a project management or supervisory level.
  • Option III. Education:
    High school graduation or satisfactory equivalent (GED).

    Experience:

    Nine years full‑time experience in computer science, information systems, voice/data communications, data center operations or database administration, with at least two years at a project management or supervisory level.
Special Requirements
  • Possession of a valid California Class “C” driver’s license.
  • If assigned to the Police Department, must successfully pass an extensive police background check.
Highly Desired Qualifications
  • Experience with Oracle Clusterware, Oracle 12‑19 Database, Oracle RAC, Linux system administration, and virtualization including VM management.

  • Retirement:
    Classic Members – 2.7 % at age 55 up to 3‑year final compensation;
    New Members – 2 % at age 62 up to 3‑year final compensation. City does not participate in Social Security.

    Six plans with up to $1,734 per month contribution for HMO family coverage.

  • Deferred compensation: $150/month (Management/Professional) or $175/month (Senior Management) with employee contribution minimum $12.50.

    Vacation, sick, bereavement, holiday. Vacation accrual: 144 hrs for 0‑9 yrs, 184 hrs for 10+ yrs. Administrative leave: 64 hrs for Management/Professional, 80 hrs for Senior Management per fiscal year.
