Position: PROGRAM TECHNICIAN

Overview

Department of Resources Recycling & Recovery (Cal Recycle) is seeking a Program Technician. The position is under close supervision and supports the Recycling Program Enforcement Branch (RPEB) investigations through reviews, field visits, investigations, research, and technical duties related to the California Beverage Container Recycling and Litter Reduction Act (Act).

Salary: $3,316.00 - $4,456.00 per month. Final Filing Date: 7/24/2026. Beginning July 1, 2026, Cal Recycle staff will be office-centered with a requirement to report to the office at least four days per week. The position may be eligible for hybrid telework under applicable policies. Telework eligibility is subject to criteria and program needs.

Responsibilities
  • Assist the RPEB investigation staff with reviews, field visits, investigations, research, and technical duties related to potential fraud and compliance under the Beverage Container Recycling and Litter Reduction Act.
  • Perform risk assessment, data analysis, and data mining of certified and non-certified entities to deter, prevent, detect, mitigate fraudulent payments from the California Beverage Container Recycling Fund.
  • Participate in fieldwork across various regions of California; travel up to 30% per year and may include weekends, overnight travel, driving, public transportation, or air travel.
  • Support office-based and field activities in a smoke-free environment with standard office hours (Mon–Fri) and occasional schedule adjustments as required.
Minimum Requirements

Minimum qualifications are listed in the class specification for a Program Technician. The position requires alignment with the official job classification and salary range.

Desirable Qualifications
  • Effective written and verbal communication; ability to present ideas clearly.
  • Ability to follow directions, evaluate situations, meet deadlines, take initiative, and work independently; willingness to learn new duties.
  • Proficiency with Microsoft Office (Word, Excel, Access) or comparable software.
  • Experience with writing and preparing detailed investigation reports; data entry and basic document review.
  • Familiarity with document review and in-person, phone, and email communications.
  • Ability to operate office equipment (computer, copier, fax, scanner, etc.).
Working Conditions

Location:

Riverside and/or Cerritos, California. Headquarters will be determined based on the office closest to the selected candidate. Work is performed in an office setting; travel and fieldwork may be required with varying weather conditions. The schedule is typically Monday through Friday.

Additional Information

The position may require up to 30% travel per year and may include occasional weekend assignments. Some sections reference the ability to telework and the need for a California driver’s license (CDL) where applicable.
