Position: Real Property Agent III

The Riverside County Flood Control and Water Conservation District has an opportunity for a Real Property Agent III in Riverside.

The Real Property Agent III will perform difficult and complex appraisals, negotiations for acquisition, sale, or lease of real property, relocation assistance, space management studies, and real property management; coordinate real property activities with representatives of other County departments and agencies; and do other work as required.

We are seeking a highly skilled professional with expertise in real property management, preferably with a government agency. The ideal candidate will have demonstrated experience working collaboratively with different departments, external agencies, consultants, and legal counsel to achieve complex property-related objectives. This position requires strong negotiation skills, proficiency in preparing legal property documents, and the ability to maintain effective relationships with internal and external stakeholders.

A thorough understanding of laws governing acquisition, sale, and leasing of land and improvements, rights of way for public projects, and principles of real property appraisal is essential.

Highly desired experience includes the ability to conduct complex negotiations, prepare and interpret deeds and legal property descriptions, and manage acquisitions for County use. Proficiency in preparing deeds, reconveyances, agreements, and title-related documents is required. Strong problem-solving skills and the ability to work collaboratively across departments and agencies are key to success in this role.

Real Property Agent III is the journey level in the Real Property Agent series. Incumbents report to a Supervising Real Property Agent and perform the full scope of assignments in real property acquisition, negotiation, appraisal, lease, sale, or space management, requiring the highest level of technical proficiency. This class is distinguished from the next higher level of Senior Real Property Agent in that the latter is the lead level in the Real Property Agent series.

Promotion to the Senior Real Property Agent class is achieved through the competitive recruitment process.

This recruitment may be used to fill vacancies throughout Riverside County.

Meet The Team

The Riverside County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life and property from damage within its boundaries.

  • Performs complex appraisals and negotiations for acquiring, selling, or leasing real property and rights-of-way.
  • Negotiates leases of facilities for County use or for use of county facilities by other firms or agencies.
  • Secures, examines, and interprets title reports on property to be acquired and directs the preparation and execution of necessary documents to secure clear title; directs the preparation of deeds, reconveyances, agreements, and other documents involving property acquisition, sale, or leases.
  • Conducts negotiations for the purchase, sale, lease, or donation of property; prepares alternate appraisals based on relocation of improvements.
  • May make presentations to the Board of Supervisors and the Planning Commission; may represent the Department at public meetings.
  • Performs relocation assistance; disposes of surplus property; and may participate in the training of other real property personnel.
Education

Graduation from an accredited college with a Bachelor's Degree, preferably with major coursework in economics, business or public administration, or a closely related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of education.)

Experience

Two years of experience in the appraisal and/or negotiation for the acquisition of real property and rights-of-way, or negotiation, preparation, and management of leasing agreements or facility space utilization and allocation management. Real property acquisition and management within a government agency is preferred.

(In some departments general experience in real estate sales and transfers will not be considered as the equivalent of the required real property appraisal negotiation or leasing experience.)

Knowledge of

The laws pertaining to the acquisition, sales and leasing of land, improvements, and rights-of-way for highways, flood control projects, and other public purposes; the factors involved in appraising real property and the principles underlying the appraisal process; leasing agreements and practices; condemnation and real property laws; relocation assistance procedure and requirements; methods and techniques of facility space management.
