This position develops, maintains, and administers the Agency's safety and security programs, including transit system security and occupational safety and health in accordance with applicable laws and regulations to ensure a safe working environment for employees and a safe transit experience for passengers. Is the primary contact for all Agency security related issues arising at RTA facilities, at bus stops, at transit centers, to include onboard the buses.

Functions as the primary contact for security guard services contract, and is the security liaison with local law enforcement agencies. Oversees the Agency's Public Transit Agency Safety Plan (PTASP), System Security and Emergency plans and coordinates drill and training efforts. Administers and maintain all of the programs associated with the Agency's Injury and Illness Prevention Program (IIPP). Ensures a regulatory compliant Safety Management System is in place and is responsible for its continued functioning.

Is the Agency's liaison with the County's Emergency Management Department.

  • Primary contact and has oversight responsibility for all Agency safety and security related issues arising at RTA facilities, at bus stops, at transit centers, and onboard vehicles.
  • Primary contact and has oversight responsibility for security guard services contract, and is the security liaison with federal, state and local law enforcement agencies.
  • Coordinates the external elements of the Emergency Management & Business Recovery Planning process. Develops, implements, and maintains the Agency's Public Transit Agency Safety Plan (PTASP)
  • Performs duties in a highly confidential manner based on access to sensitive information regarding internal Agency matters pertaining to decision-making process on safety issues, potential and current litigation, and other items and/or liability concerns. Can directly brief the CEO at any time regarding safety or security hazards, concerns, and activities. Has a direct line of reporting to the CEO when necessary.
  • Establishes goals, objectives, strategies, plans, rules, procedures, and programs to improve safety, security and environmental management throughout the Agency.
  • Evaluates all Agency facilities and operations for adverse safety and security conditions, and acts as the primary point of contact for the agency-wide reporting of safety and security problems and concerns to external entities, employees, and contract operators.
  • Maintains workplace violence threat notification procedures to ensure timely notification of any threats of violence against any Agency employee.
  • In coordination with the Training Department, develops and/or conducts employee training and awareness programs in the areas of safety, health, ergonomics, security, violence in the workplace prevention and countermeasures, crime prevention, environmental and emergency response/disaster preparedness.
  • Coordinates and manages the activities of the safety/emergency/security committees and attends meetings related to security and safety services issues. Analyzes and presents studies on industrial accidents/incidents. Develops safety reports capturing key safety performance indicators. Provides expertise on safety risk management, statistics, trends, and mitigation strategies. Monitors the activities of security consultants and contractors.
  • Provides customer service, follow-up, and responses to Agency departments and end users on safety compliance activities.
  • Assigns and redeploys security personnel in order to maintain a proper staffing pattern or to address an emergency or special security situation.
  • Trains and/or ensures that Security personnel are familiar with their responsibilities and adhere to Agency standards regarding security. Evaluates performance and conducts routine spot checks regarding performance.
  • Develops methodologies for assessing the effectiveness of security operations and training programs.
  • Performs administrative duties as the Agency's functional alternative liaison during emergency operations under the guidelines of the California Standardized Emergency Management System, and in compliance with the Federal Transit Administration and Department of Homeland Security Transit System Security and Emergency Preparedness Program Guidelines.
  • Actively participates in all community outreach activities relating to the coordination of the Agency's emergency preparedness with all external partners and mutual aid agreements.
  • May be required to work weekends and nights. Required to be on-call/accessible 24 hours a day.
SUPERVISORY RESPONSIBILITIES

May provide work direction, guidance, and oversight to others but does not have direct supervision authority or direct performance appraisal responsibilities for them.
