Position: Senior Employment Services Counselor - Behavioral Health

The County of Riverside's Department of Behavioral Health, Pathway to Success Division is seeking a qualified Senior Employment Services Counselor who will be assigned to the unit in Riverside and Temecula.

Essential Duties
  • Perform administrative support work such as gathering and evaluating data, preparing various reports including those required by the county, state and/or Department of Rehabilitation.
  • Provide consultative support to Employment Services Counselors in training.
  • Evaluate Pathways to Success program needs, monitor program processes and outcomes, and report findings and activities to the supervisor.
  • Interpret State and County guidelines and policies to staff, program applicants/participants and the public to remain in compliance with current regulations.
  • Participate in surveys and studies related to Pathways to Success operations.
  • Establish linkages with community resources to promote concepts of hiring participants to employers and the community in order to obtain employment.
  • Research community resources and provide information and support for PTS customer and staff success.
  • Audit case files and PTS presentations.
  • Represent the department at meetings, conferences and training programs.
  • Counsel and work with participants who are having a difficult time finding employment.
  • Train new and existing staff and report progress to supervisor.
  • Act as In‑Charge Lead in absence of the supervisor.
  • Develop and maintain collaborative relationships with businesses, nonprofit organizations and government agencies to expand employment opportunities for Pathways to Success participants.
  • Initiate contracting process with potential service providers and partner sites for employment placements.
  • Additional duties may be assigned based on department needs.
  • Review and make recommendations for Lump Sum Diversions (LSD) considerations; track process and success of LSD issued and report activity to supervisor.
  • Develop Self‑Sufficiency through Employment (SSTE) workshop outlines and other tools and materials.
  • Audit case files and workshop presentations.
  • Act as Team In‑Charge in absence of the supervisor.

Schedule: 9/80 Monday – Friday

Location: Travel between Riverside and Temecula location to perform duties.

Bilingual Spanish Preferred

Experience Requirements

Option I: One year of equivalent experience as an Employment Services Counselor II.

Option II: Three years of professional experience in vocational, educational, or motivational counseling, employment development, training, and/or employment agreement negotiation and monitoring, or vocational testing and assessment. Experience must have included two years in a California county welfare‑to‑work program.

Option III: Two years of experience comparable to an Eligibility supervisor with Riverside County.

Knowledge and Ability

Knowledge of: Principles and techniques of counseling, vocational guidance, and occupational placement; social and psychological problems of unemployment or vocational adjustment faced by disadvantaged persons; variety of occupational job duties and requirements; public social service agencies and their services; general labor market trends and economic conditions.

Ability to: Promote employment concepts to employers and the community; assess and evaluate employability of participants in job programs; counsel and motivate participants; mediate and resolve conflicts between participants and employers; establish and maintain effective relationships with disadvantaged participants, employers, community agencies, public, and staff; communicate effectively in written and oral form; maintain case records; motivate and encourage team members to achieve individual and team goals.

Proficient computer skills preferred.
