OverviewReporting to the University Librarian and Chancellor, the Repatriation Coordinator is the campus' official point of contact for tribes and tribal members concerning NAGPRA and CalNAGPRA matters, including consultation, repatriation, disposition, and access to Native American and Native Hawaiian human remains and cultural items. The Coordinator ensures compliance with UCOP's Native American Cultural Affiliation and Repatriation Policy and relevant federal and state laws, develops outreach programs, oversees the NAGPRA Implementation Committee, coordinates with federal agencies, leads documentation efforts, manages collections, and serves as the primary campus expert on tribal relations.
Key Responsibilities- Develop and implement outreach programs to engage Native American communities in NAGPRA consultations.
- Oversee the NAGPRA Implementation Committee and provide compliance guidance.
- Coordinate with federal agencies and other campus units to promote proactive compliance.
- Lead documentation efforts, generating NAGPRA inventories and Federal Register notices.
- Analyze data to inform cultural affiliation determinations.
- Manage administrative aspects of the NAGPRA program: develop work plans, supervise students, oversee budgets, and maintain collections.
- Maintain digital catalog records of eligible collections and ensure repository space meets policy.
- Serve as primary resource for staff and faculty on tribal relations and compliance.
- Identify and pursue grants and professional presentations to support the program.
- Manage transport and logistics for human remains and cultural items in accordance with policy.
- Advocate for policy changes and ensure ongoing compliance with federal, state, and campus regulations.
- Provide guidance in partnership development and support outreach initiatives.
- Conduct strategic planning, program management, and facilitation across campus functions.
- Handle sensitive information with discretion and maintain confidentiality.
Education:
Bachelor’s degree in a related field and/or equivalent experience/training. Advanced degree preferred.
Experience:
4–7 years of related experience in NAGPRA, CalNAGPRA, or tribal relations.
Knowledge:
Federal and state NAGPRA regulations, UC Native American Cultural Affiliation and Repatriation Policy, and standard collection management protocols.
Competencies:
- Strong coaching, facilitation, and influencing skills.
- Ability to build and maintain relationships with tribal communities and campus partners.
- Excellent written, oral, and presentation skills.
- Strategic thinking, program and project management, and facilitation abilities.
- High sensitivity to confidential and culturally significant information.
- Ability to handle travel within California for consultations and repatriation transfers.
- Additional experience with American Indian/Alaska Native/Indigenous populations.
- Strong record of initiating and maintaining professional collaborations.
- Proven ability to research and prepare executive-level documents.
- Experience with grant applications and program budgeting.
