Business Development Manager; Saudis

Madkour Projects KSA is seeking a well-connected and results-driven Saudi Business Development Manager with solid experience within water and/or power governmental entities.

The ideal candidate will play a strategic role in strengthening our market positioning, facilitating prequalification with key authorities, and building executive-level relationships that translate into qualified opportunities across our EPC & O&M portfolio in the Kingdom.

This role requires strong institutional knowledge of government procurement processes and an established network within major utility stakeholders.

• Act as the company’s strategic representative with key governmental authorities, developers, and utility entities across Saudi Arabia.
• Leverage existing relationships to support vendor registration, prequalification, and inclusion in approved contractor lists.
• Manage and oversee vendor registrations and updates across procurement platforms, including Etimad and major vendor portals.
• Identify upcoming tenders and early-stage opportunities within water, power, and infrastructure sectors.
• Contribute to long-term growth strategy and market penetration plans in alignment with Saudi Vision 2030 objectives.
• Identify, evaluate, and pursue new business opportunities, projects, and strategic partnerships across EPC and O&M of: HV substations, OHTLs, MV/LV networks, water pumping, treatment, desalination stations, and transmission pipelines.
• Lead prequalification submissions, expressions of interest (EOIs), and tender strategy development.
• Coordinate with estimation, engineering, and operations teams throughout the bid preparation process.
• Prepare and deliver business proposals, commercial offers, and client presentations.
• Negotiate commercial terms and support contract finalization in coordination with legal and commercial teams.
• Support senior management in developing growth strategies and market entry plans.

• Bachelor’s degree in Engineering (Electrical, Mechanical, Chemical, or related discipline).
• +10 years of proven experience in business development, commercial, tendering within construction, power and water infrastructure sectors in KSA.
• Established strong network with governmental clients, and developers, with Proven track record in managing or securing large-scale utility projects with (Aramco, SEC, NWC, WTTCO, SWCC, SWA, SIO, Amanat, Royal Commission, PIF entities, … etc)
• Exposure to Saudi Vision 2030 projects is a strong advantage
• Hands-on experience with Etimad platform and other governmental procurement and vendor registration portals in KSA.
• Excellent negotiation, presentation, communication and stakeholder management skills.
• Strong understanding of tendering, prequalification, and tendering processes.
• Self-motivated, results-driven, and able to work independently to achieve growth targets.
