Role Overview
Saudi Gold Refinery (SGR) is seeking a Camp and People Manager in Riyadh, Saudi Arabia to oversee the daily operation of residential facilities that support our refining, exploration, and corporate workforce. This role manages housing allocation, catering services, transport logistics, and contractor performance across all SGR accommodation sites. The position ensures continuous compliance with MHRSD regulations, GOSI enrollment requirements, and internal HSE standards while maintaining uninterrupted living conditions for shift workers and technical staff.
The Camp and People Manager will report directly to the VP of HR and will play a key role in aligning camp operations with refinery production cycles and corporate travel schedules. This individual controls facility budgets, enforces vendor service-level agreements, and integrates camp attendance data with payroll systems to eliminate administrative bottlenecks.

- Camp Operations Management:
Directs daily housing allocation, room assignments, and shift rotation logistics to ensure seamless accommodation for plant operators, assay technicians, and corporate personnel. - Vendor and Contractor Oversight:
Monitors catering, cleaning, security, and transport providers against contractual service-level agreements and enforces penalty clauses for documented performance shortfalls. - Regulatory Compliance Administration:
Processes expatriate visa renewals, iqama transfers, and GOSI registrations through Qiwa, Muqeem, and MHRSD portals to maintain continuous Nitaqat compliance and avoid labor penalties. - Facility Maintenance Coordination:
Schedules preventive maintenance for HVAC, plumbing, electrical systems, and recreational facilities while managing permit-to-work approvals for external repair contractors. - Health and Safety Enforcement:
Partners with HSE to conduct monthly camp inspections, fire drill exercises, and chemical storage audits for maintenance and cleaning supplies. - Budget and Cost Control:
Tracks monthly camp expenditure against approved operating budgets, reconciles contractor invoices with service logs, and implements utility conservation measures to reduce cost per occupied bed. - Workforce Welfare and Grievance Management:
Operates formal grievance channels for accommodation complaints, transport delays, and meal service disruptions, and resolves documented issues within 48 hours. - Data Integration and Reporting:
Produces weekly occupancy dashboards and quarterly welfare reports for executive review, and ensures camp attendance data flows accurately into payroll and HRIS systems.
- Holds a bachelor s degree in business administration, facility management, human resources, or a related technical discipline.
- Possesses a minimum of seven years of experience managing large-scale workforce accommodations or remote camp operations in industrial or mining environments.
- Demonstrates working knowledge of Saudi labor regulations, including GOSI enrollment, Qiwa contract management, and MHRSD compliance reporting.
- Proven experience managing third-party service contracts for catering, housekeeping, security, and transportation across multi-site operations.
- Maintains a track record of managing budgets exceeding SAR 10 million annually while controlling cost per occupied bed and utility consumption.
- Operates independently to resolve complex housing logistics, contractor disputes, and regulatory compliance issues without requiring executive escalation.
- Demonstrates proficiency in facility maintenance planning, vendor performance tracking, and HSE compliance protocols.
- Possesses documented experience integrating camp management workflows with enterprise HR and payroll systems.
- Holds prior experience supporting rotational workforce models for downstream refining or upstream exploration operations.
- Completed formal training in ISO 45001 occupational health and safety management or facility maintenance planning.
- Demonstrates familiarity with TVTC vocational training pipelines and contractor workforce onboarding requirements.
- Possesses working knowledge of SASO food safety standards and catering compliance frameworks.
