The Business Compliance Officer (BCO) is a key leader reporting directly to the S3A onsite Senior Program Manager (SPM) and is charged with providing oversight and direction to day‑to‑day business functions of S3 International's Commercial Registration (CR) in Saudi Arabia.
ResponsibilitiesThe BCO must have an educational background and sufficient experience in Finance, Accounting, Purchasing and government auditing to ensure compliance with S3A's host nation processes while leveraging shared services support from the parent company in Huntsville, AL. The BCO possesses strong leadership skills and the ability to work with multiple Prime contractor staff principals as well as with the functional leads for shared services in the parent company’s corporate headquarters.
The BCO is also familiar with supporting quality control in achieving and maintaining compliance with ISO 9001 and AS9100 quality management systems. The F amp A Officer has budgetary compliance experience in terms of managing invoicing and payroll with strong analytical, managerial, communication and forecasting skills. Also has responsibility for providing data to Huntsville based Program Control Analyst (PCA) and directs the development of the forecast, budget and workplan jointly prepared and managed by the S3A staff in Riyadh and the corporate financial team in Huntsville.
The BCO focuses on assisting shared services managers in executing support to S3 Arabia according to the established policies, procedures, strategy, ethics, business model, customer base and growth expectations. Works also with the Prime Contractor’s leadership team to efficiently invoice and manage distribution of contract funds to S3A Saudi-based bank accounts. Works with the parent company HR management team and Controller to identify and minimize financial risks by ensuring transparency and feedback for all operations.
Oversees the S3A Team’s time card management, payroll development, preparation of forecasts, invoices, addendums and reconciliations, bank reporting and coordination of activities with accounts payable and receivables.
- BS Degree required in Finance or Accounting
- Minimum of 12 years senior level professional support to industry executive leadership operations with 8 years serving as a senior financial analyst, controller or auditor
- Medical Examination: candidates must successfully complete all mandatory medical examinations required to obtain employment
- Criminal Record: to qualify for a Saudi Work Visa candidates must have a clean criminal record with no prior convictions as specified by the Saudi Ministry of Foreign Affairs
- Drug and Alcohol Testing: candidates must pass a drug test to be considered for employment. Additionally our ATSS program enforces a random drug and alcohol testing policy. Employees will be subject to periodic testing to maintain adherence to our workplace standards and safety regulations
- Compliance with Saudi Labor Law: all employment terms and conditions will be in accordance with Saudi Labor Law. Candidates must be prepared to adhere to these regulations throughout their employment
