The Strategy & Transformation business unit brings together purpose‑driven teams and deep sector expertise to address the region’s most pressing priorities. From shaping national visions and enabling economic resilience to advancing cities, sustainable destinations, and future‑ready industries, we work across a diverse portfolio of sectors including Cities, Government & Public Sector, Destinations, Energy, Resources & Sustainability, Financial Services, Technology, Media & Telecommunications, Health Sectors, and Transportation & Logistics to deliver meaningful, measurable impact.

How

You’ll Contribute

As a Director within the Cities sector, you’ll work as part of a team of problem solvers, helping to solve complex business issues from strategy to execution. Responsibilities include, but are not limited to:

  • Lead vertical proposition in the municipal sector, i.e. inspection, permitting, etc.
  • Create a case for change with measurable impact and outcomes.
  • Bridge strategy to execution – translate high-level vision into customized solutions, actionable roadmaps, operating models, and transformation initiatives across smart cities, municipal services, and urban governance.
  • Own executive‑level client relationships – build trusted partnerships with public sector stakeholders, navigating complex environments with credibility, insight, and confidence.
  • Direct complex, multi‑workstream programs – lead large‑scale city transformation engagements end‑to‑end, ensuring delivery excellence across scope, timelines, budgets, and quality.
  • Drive growth and shape the market – expand PwC’s Cities offering by developing differentiated propositions, contributing to bids, and identifying opportunities across municipalities, giga‑projects, and government entities.
  • Lead and inspire high‑performing teams – build, mentor, and develop consulting teams, fostering a collaborative and high‑energy environment where people are motivated to deliver their best.
What You’ll Bring
  • Bachelor’s degree in business, engineering, urban planning, public policy, or a related field;
    Master’s preferred.
  • 13+ years of experience in consulting, with a strong focus on municipalities or development authorities.
  • Deep expertise in municipal transformation, urban development, and city services.
  • Proven experience working with municipalities, ministries, authorities, or national programs.
  • Demonstrated leadership of large, complex, multi‑workstream engagements, with ownership of client relationships, delivery, and commercial outcomes.
  • Commercial and growth mindset – experience in business development, proposal shaping, and expanding client accounts.
  • Vision & strategic influence – ability to connect city transformation initiatives to broader economic, social, and digital agendas.
  • Excellent command of English;
    Arabic fluency highly desirable to deepen regional collaboration and influence.
