Position: Senior Executive Advisor to Royal Saudi Air Force at Leidos

Senior Executive Advisor – Leidos, Riyadh, Saudi Arabia (Full‑time, on‑site). This one‑year assignment, with option for renewal, supports a U.S. Air Force Foreign Military Sales (FMS) program in Saudi Arabia.

Primary Responsibilities
  • Provide strategic consultation to the Royal Saudi Air Force (RSAF) Commander and staff on air & space operations.
  • Produce graduate‑level papers, executive summaries, and briefings for senior leadership.
  • Coordinate timely and comprehensive engagement with external agencies.
  • Advise on operational procedures and transformation initiatives for the RSAF.
  • Recommend aircraft retrofit, recapitalization, sustainment, and disposal options.
  • Prepare in‑depth analyses, reports, studies, briefings, and recommendations covering the full spectrum of RSAF programs.
  • Conduct research on key topics supporting the RSAF strategic agenda and provide input to the Commander.
  • Promote RSAF objectives through active engagement at all staff levels.
  • Articulate relevant perspectives on RSAF programs across all staff levels to the Commander.
  • Prepare senior‑leadership meetings, including agenda, content, and key messages.
  • Manage the Commander’s information exchange to ensure effective communication across staff.
  • Ensure urgent inquiries and emerging issues are brought to the Commander’s attention.
  • Participate in relevant ad‑hoc projects.
  • Stay current on global military trends and innovations for robust input and analysis.
  • Write occasional “think pieces” examining larger trends and implications for the RSAF portfolio.
  • Serve as a role model and representative for the Commander, Commander's staff, and the RSAF.
  • Adhere to all RSAF policies, procedures, standards, and practices.
  • Perform other duties as directed by the Commander within the scope and limitations of the CETS Technical Assistance Agreement (TAA).
Basic Qualifications
  • Master’s degree and a minimum of 15 years of directly relevant experience (advanced degree may be considered in lieu of experience).
  • Retired USAF Brigadier General (O-7) strongly preferred; retired USAF Colonel (O-6) with exceptional aviation and international relations experience will be considered.
  • Graduate of senior‑level Professional Military Education (PME).
  • Previous experience on the U.S. Air Force or U.S. Joint Staff delivering support to senior leadership.
  • Demonstrated knowledge of air and space combat operations, planning, communications, and training.
  • Experience with international acquisition practices, including arms control and high‑tech equipment.
  • Ability to work long hours and travel as necessary, governed by contract provisions.
  • Proven performance supporting Base Operations, Sector Operations, and contractual compliance—including program management and associated tools.
  • Strong communication skills, adept at designing professional presentations and public speaking.
  • Strategic, top‑down problem‑solving capabilities with holistic thinking and attention to detail.
  • High‑level analytical skills translating data into clear, decision‑driving briefs.
  • Professional, reliable, trustworthy, with a capacity for confidentiality, discretion, and tact.
  • Dynamic, lateral thinker capable of managing multiple difficult tasks and projects simultaneously.
  • Critical thinker with analytical competence comfortable in dialogue with senior leaders.
  • Exhibits high personal integrity, sound judgment, honesty, and ethics.
  • Excellent organization skills and strong learning agility.
Preferred Qualifications
  • Accomplished writer and public speaker.
  • Knowledge of and experience with the Royal Saudi Air Force and Air Defense Operations.
  • Understanding of the Kingdom of Saudi Arabia (KSA) Vision 2030, Ministry of Defense transformation, and key national defense strategy documents.
  • Familiarity with unclassified, open‑source partner‑nation strategic master plans, military strategies, and readiness benchmarks.
  • Experience with international business agreements, including arms control and acquisition processes.
  • Project management experience and ability to accomplish complex tasks within specified time frames.
  • Experience with change management processes and procedures.
