Job Overview
Tender & Bid Manager – Saudi Arabia – Riyadh (Full time, on site)
Responsibilities- Lead and run end-to-end tender and bid processes across all BD business units in Saudi Arabia, ensuring full compliance with BD standards, local regulations, and applicable procurement laws.
- Serve as the primary Tender & Bid focal point for the Saudi direct market model, coordinating tender strategy, pricing alignment, commercial approvals, submission timelines, and post-award activities.
- Develop strong working relationships with key procurement partners across NUPCO, MOH, Health Holding Company (HHC), government hospitals and healthcare clusters, National Guard Health Affairs, institutions, major private healthcare groups and others.
- Maintain deep understanding of NUPCO tendering processes, procurement cycles, qualification requirements, purchasing mechanisms, framework agreements, e-procurement platforms, and stakeholder matrix.
- Build and maintain strong engagement with key stakeholders within NUPCO including sourcing, procurement, contracting, category management, warehouse and planning teams.
- Understand Health Holding Company operational and procurement structures, cluster governance, centralized purchasing models, and decision-making processes.
- Monitor and lead all tender opportunities across governmental and private sectors, ensuring proactive opportunity identification and early commercial engagement.
- Coordinate closely with sales, marketing, finance, supply chain, regulatory, legal, customer service, and business leadership teams to ensure accurate, compliant, and competitive submissions.
- Lead commercial bid review meetings and drive alignment on pricing strategy, risk assessment, product positioning, and contractual requirements.
- Ensure timely preparation and submission of technical and commercial documentation, including compliance documents, certifications, SFDA requirements, localization content, ESG sections, and financial proposals.
- Monitor and maintain BD Tender & Bid databases, trackers, documentation libraries, and model responses to improve efficiency and consistency.
- Develop, implement, and continuously improve tender-related SOPs, governance frameworks, and best practices.
- Analyze tender outcomes, pricing and competitor activities & procurement behaviors to support business strategy and improve win rates.
- Generate regular KPI reports and dashboards related to tender pipeline, submission performance, conversion rates, contract awards, risks, and operational efficiency.
- Identify process gaps and lead continuous improvement initiatives to optimize tender turnaround time, compliance, and execution quality.
- Support localization and in‑Kingdom value initiatives aligned with Saudi Vision 2030, including LIKT, local manufacturing, local content, and sustainability requirements.
- Drive ESG, sustainability, and social value initiatives within tender submissions, ensuring alignment with customer expectations and national healthcare transformation priorities.
- Educated to degree level or equivalent, ideally in a science‑based or economics/business studies related field.
- Proven experience in tender and bid management or a similar role within healthcare.
- Strong experience in leading tender processes, writing bids, and developing Standard Operating Procedures (SOPs).
- Proficient in key MS Office applications.
- Excellent relationship‑building skills, ensuring engagement and collaboration across multiple stakeholder groups.
- Knowledgeable in commercial contracts, public procurement law, and tender‑related technologies such as Tender Eyes or SharePoint.
- Solid understanding of ESG, sustainability, and social value, with the ability to integrate these elements into bids.
