Job Summary
This position is designated for Saudi National and to be based in Riyadh. Responsible for formation of moderately complex tender packages and administration of simple to moderately complex contract packages from requisition through award and completion.
Major Responsibilities- Tender plans (Procurement Strategies) and other governance documents including evaluation criteria for approval by Client.
- Coordinates the activities of Bechtel, the Client and the Client’s Consultants / Contractors.
- Prepares and organizes tenderer meetings/workshops, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client, and contractor on all contractual matters. Conducts a meeting and prepares and issues meeting notes delineating important statements, required actions, and schedules.
- Develops Request for Proposal (RFP) documents.
- Issue of Tenders and manages the Tender process.
- Supports evaluation of tenders, negotiations and development of recommendation to award documents.
- Finalize conforming and award of associated contracts.
- Status and other progress reporting and general filing.
- Monitors commercial performance to ensure compliance with contract and timelines.
- Draft letters, instructions, general notices and other contractual correspondence for review by senior colleagues.
- Prepares documentation and support for the assessment of entitlement with regard to claims submitted by consultants / contractors.
- Maintains accurate records of all contracts and their performance.
- Prepares regular reports on contract status, compliance, and financial performance.
- Supports agreements of final account, expedites receipt of all contract deliverables and closes out contracts in line with project procedures.
- Requires bachelor's degree (or equivalent).
- 5+ years of relevant work experience.
- Experience of working in the Construction or Engineering industry.
- KSA experience preferred.
- Working knowledge of contract pricing structures, contract law, contract drafting, tendering procedures & requirements.
- Ability to review contracts and documents for accuracy and compliance, identifying potential issues.
- Excellent verbal and written communication skills for effectively interacting with clients, contractors, and stakeholders.
- Knowledge of when to engage legal, commercial and functional support.
- Understanding of project management principles and practices to oversee contract execution against project timelines.
- Strong organizational skills to manage multiple contracts and ensure documentation is thorough and accessible.
- Knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and policies, procedures and work practices.
