Vertical Government Expansion

To lead and enable Government Expansion products and projects by defining product direction, identifying growth opportunities, supporting market and stakeholder alignment, and overseeing the execution of initiatives from planning to delivery. The role ensures that product and project activities are aligned with business objectives, customer needs, and Elm s policies and procedures, while driving measurable value and sustainable growth.

• Product & Project Strategy
• Define and articulate the direction of Government Expansion products and projects in alignment with business objectives and market opportunities.
• Translate strategic priorities into clear product and project initiatives, roadmaps, and execution plans.
• Collaborate with leadership and relevant stakeholders to ensure alignment between products, projects, and the overall expansion agenda.
• Product Lifecycle Management
• Lead the planning, development, and management of products across their lifecycle, from ideation and validation to launch and enhancement.
• Drive product roadmap prioritization and feature backlog based on market needs, customer feedback, and business value.
• Ensure effective collaboration between product, technology, operations, sales, and other teams involved in product delivery.
• Project Planning & Delivery
• Oversee the planning and execution of key projects, ensuring adherence to timelines, scope, budget, and quality expectations.
• Monitor project milestones, deliverables, risks, dependencies, and required actions to ensure successful delivery.
• Support project assessments, including resource planning, timeline development, and delivery readiness.
• Market Analysis & Opportunity Identification
• Conduct market research, competitive analysis, and customer insight gathering to identify growth opportunities and emerging trends.
• Assess customer needs, market dynamics, and potential opportunities to support product positioning and expansion decisions.
• Provide recommendations that enable informed decision-making on new products, services, and business initiatives.
• Business Case & Financial Evaluation
• Support the development of business cases for product and project initiatives, including expected value, costs, risks, and benefits.
• Evaluate financial and operational feasibility of proposed initiatives in coordination with relevant internal teams.
• Track product and project performance indicators to measure value realization and identify improvement opportunities.
• Stakeholder Management
• Build and maintain strong relationships with internal and external stakeholders, including business units, customers, partners, and delivery teams.
• Collaborate with stakeholders to gather requirements, align priorities, address concerns, and support decision-making.
• Facilitate effective communication and coordination across teams throughout product and project life cycles.
• Product Execution & Control
• Lead cross-functional coordination to ensure product and project execution is aligned with approved objectives and delivery plans.
• Identify and mitigate risks, resolve issues, and escalate critical matters when required to maintain delivery progress.
• Ensure that product and project outputs meet defined business requirements, quality standards, and customer expectations.
• Performance Monitoring & Continuous Improvement
• Monitor product and project performance metrics, including adoption, customer satisfaction, delivery progress, and business impact.
• Gather feedback from stakeholders and customers to improve products, services, and ways of working.
• Promote data-driven decision-making and continuous improvement across Government Expansion products and projects.
• Policies, Processes & Procedures
• Follow all relevant departmental policies, processes, standard operating procedures, and instructions so that work is carried out in a controlled and consistent manner.
• Comply with all relevant safety, quality, and environmental management policies, procedures, and controls to ensure a healthy and safe work environment.
• Information Security
• Comply with all relevant information security practices and standards to ensure data integrity and confidentiality.

• Bachelor s degree in Business Administration, Information Technology, Engineering, Product Management, Project Management, or a related field.
• Professional certifications in product management, project management, or business analysis are preferred.
