- Governance in Riyadh, Saudi Arabia for a major rail mega project within the Transportation-Trucking-Railroad industry. The manager will govern the complete design process for the Upper Plateau Stations, providing the client with a clear and controlled route from early development to issued-for-construction packages. This is a process and interface leadership position rather than a technical-production role. The successful candidate will ensure that the correct contributors, information, reviews, approvals, and governance controls are available so each station design progresses transparently and in accordance with program and quality requirements.

Role ContextA multistation rail program generates thousands of interconnected decisions across architecture, structures, building services, rail systems, fire safety, accessibility, operations, and public infrastructure. Without disciplined governance, delayed inputs or unresolved comments can disrupt procurement and construction across multiple packages. The Senior Station Design Manager will provide client-facing control over this process. Reliable approval gates, coordinated interfaces, and complete audit trails will give leadership confidence that each station is advancing on an agreed, compliant, and buildable basis.
Key Responsibilities- Represent the station-design process in regular client and leadership discussions.
- Lead coordination and progress meetings focused on approvals, decisions, dependencies, and outstanding actions.
- Clarify client requirements and maintain documented records of decisions and changes.
- Confirm that updated requirements are incorporated into the relevant design workflows.
- Coordinate approval processes with authorities, regulators, operators, and third parties.
- Align submission dates, review periods, response cycles, and required closeout actions.
- Define and maintain the station design-management plan.
- Establish workflows, review gates, approval authorities, and decision-making responsibilities.
- Control design-review cycles and formal comment‑resolution procedures.
- Verify that station deliverables complete the required checking and approval steps.
- Coordinate architecture, civil, structural, MEP, rail systems, fire safety, accessibility, and operations inputs.
- Maintain clear responsibilities and information‑exchange dates across disciplines.
- Govern interfaces between stations, tracks, viaducts, utilities, systems, and public‑realm works.
- Identify interface gaps and assign actions before they affect design progress.
- Ensure that design changes, variations, and updates follow approved change‑control procedures.
- Maintain traceable records of change justifications, impacts, approvals, and implementation.
- Develop and control the design-process schedule.
- Monitor milestones, review dates, submission deadlines, and approval timelines.
- Assess design‑team progress and highlight schedule or capacity risks.
- Coordinate recovery or acceleration plans when critical milestones are threatened.
- Plan design resources around major reviews and submission periods without assuming direct line management.
- Provide commercial teams with schedule and process evidence supporting variations, change orders, and claims.
- Implement design governance in accordance with quality plans and management systems.
- Maintain a process‑risk register covering delayed inputs, approval exposure, and interface dependencies.
- Coordinate mitigation actions and monitor their effectiveness.
