Role Context This position leads the planning, implementation, and continuous improvement of health and safety practices across projects and operational activities. The Health and Safety Manager will ensure that risks are identified early, suitable controls are applied, incidents are investigated thoroughly, and employees understand their responsibilities. The role supports workforce well-being, legal compliance, project continuity, and organizational reputation. By combining inspections, training, performance analysis, and cross-functional coordination, the manager will help embed safety into everyday planning and decision-making rather than treating it as a separate administrative requirement.
Key Responsibilities- Develop and maintain health and safety policies, procedures, plans, and management programs.
- Align HSE requirements with Saudi Arabian labor regulations, client expectations, and recognized international standards.
- Conduct workplace risk assessments, job hazard analyses, and operational safety reviews.
- Identify hazards and recommend engineering, administrative, and personal protective control measures.
- Investigate accidents, incidents, occupational injuries, and near-miss events.
- Determine root causes and establish practical corrective and preventive actions.
- Monitor action plans and confirm that safety deficiencies are closed within agreed deadlines.
- Perform scheduled site inspections, compliance audits, and operational safety assessments.
- Maintain incident registers, inspection records, risk assessments, training documents, and regulatory reports.
- Prepare safety performance dashboards, trend analyses, executive summaries, and management recommendations.
- Develop and deliver induction programs, toolbox talks, workshops, and role-specific safety training.
- Work with project managers, supervisors, contractors, and department leaders to integrate safety into work planning.
- Review work methods, emergency arrangements, and operational procedures before activities begin.
- Coordinate emergency response plans, evacuation exercises, and incident-readiness drills.
- Assess organizational readiness for fires, medical emergencies, environmental events, and other operational disruptions.
- Track legislative and regulatory changes and update internal procedures when requirements change.
- Serve as the principal contact for regulatory agencies, client safety representatives, and external auditors.
- Use safety management software to monitor inspections, incidents, actions, and performance indicators.
- Promote open reporting, professional accountability, and continuous safety improvement across all organizational levels.
The preferred candidate will have at least 15 years of health and safety management experience gained within engineering consultancy, construction, manufacturing, infrastructure, or another operationally complex environment.
