Job Purpose: We are seeking an experienced Group Procurement & Contracts Manager to lead procurement and contract management across the company and its subsidiaries. The role will be responsible for developing procurement strategies, strengthening governance, managing spend, improving cost efficiency, mitigating risks, and ensuring full compliance with internal policies and applicable regulations. The position will oversee procurement and contract units across subsidiaries, ensuring transparency, proper planning, cost control, supplier performance, and sustainable savings that support the Group’s strategic objectives.

Key Responsibilities:

  • Develop and implement the Group procurement and contracts strategy in alignment with the holding company’s business plans.
  • Establish, update, and maintain procurement and contract governance frameworks, policies, and procedures.
  • Ensure transparency, fair competition, compliance, and proper conflict-of-interest controls across procurement activities.
  • Develop a comprehensive procurement policy framework covering planning, sourcing, purchasing, contracting, supplier management, performance, and risk.
  • Analyze annual spend across subsidiaries and identify cost-saving and optimization opportunities.
  • Develop annual savings plans and monitor implementation and achievement.
  • Review procurement budgets and support strategic decisions to improve spending efficiency.
  • Prepare executive reports and financial analysis on spending, savings, risks, and procurement performance.
  • Establish a Supplier Relationship Management — SRM — framework.
  • Approve supplier registration, qualification, classification, and performance evaluation policies.
  • Review approved supplier lists and ensure readiness to meet business requirements.
  • Build strategic partnerships with key suppliers and support long-term value creation.
  • Evaluate suppliers based on quality, compliance, cost, innovation, delivery, and performance.
  • Lead contract management activities and oversee the drafting, review, and governance of operational, service, project, and procurement contracts.
  • Review and approve commercial and financial terms to protect the Group’s interests.
  • Manage contract risks and ensure proper inclusion of SLAs, penalties, liquidated damages, warranties, and protection clauses.
  • Oversee contract renewals, terminations, and dispute resolution in coordination with the Legal Department.
  • Guide procurement unit managers across subsidiaries and monitor their performance.
  • Develop a unified procurement operating model across all subsidiaries.
  • Monitor subsidiary procurement performance in terms of speed, compliance, quality, cost, and risk.
  • Recommend performance improvements, restructuring, or changes to procurement practices when required.

Requirements:

  • Bachelor’s degree in Business Administration, Supply Chain Management, Law, or a related field.
  • Master’s degree in Business Administration or a related field is preferred.
  • 7–10 years of experience in procurement, contracts, supply chain, or strategic sourcing.
  • Strong experience in procurement governance, supplier management, contract management, and spend analysis.
  • Strong negotiation skills and ability to build strategic supplier partnerships.
  • Strong understanding of policies, procedures, compliance, and governance frameworks.
  • Ability to manage large budgets and analyze spending across multiple entities.
  • Strong financial analysis, reporting, risk management, and decision-making skills.
  • Excellent communication and stakeholder management skills, especially with senior management.
  • Proven ability to lead teams, manage change, and improve organizational performance.
  • High level of integrity, transparency, and professional accountability.
