About the Digital Cooperation Organization (DCO)
The Digital Cooperation Organization is the world's first standalone international intergovernmental organization focusing on the acceleration of the growth of an inclusive and sustainable digital economy. It is a global multilateral organization founded in November 2020 that aims to enable digital prosperity for all.

About the RoleThe DEIF Secretariat Director is a visionary executive leader responsible for driving the creation, operationalization, and global scaling of the Digital Economy Impact Fund (DEIF)—a flagship blended finance mechanism co-hosted by the DCO.
In this high-impact role, you will lead the strategic mobilization of capital to unlock digital economy development across DCO Member States. You will spearhead the establishment of the Global Investment Finance Alliance for Digital (GIFAD), engaging multilateral development banks (MDBs), bilateral donors, and private investors. By blending market intelligence with innovative financial solutions, you will oversee a dedicated Project Preparation Facility to build a robust pipeline of investment-ready opportunities, driving global digital transformation, digital learning, and inclusive human capital ecosystems.
Responsibilities- Define and lead the strategic vision, roadmap, and operational model for the Digital Economy Investment Fund (DEIF).
- Design and operationalize a blended finance architecture—combining public, private, concessional capital, and innovative instruments—to maximize development impact and financial sustainability.
- Align DEIF initiatives with DCO strategic priorities and member country needs to support scalable, inclusive digital transformation.
- Conceptualize, build, and operationalize the Global Investment Finance Alliance for Digital (GIFAD) as a premier global platform for coordinated financing.
- Lead and negotiate multi-partner investment platforms, co-financing arrangements, and strategic agreements involving MDBs, sovereign entities, DFIs, foundations, and private investors.
- Secure diversified funding sources and crowd-in private sector participation through structured, de-risked financing solutions.
- Lead comprehensive financial planning, resource allocation, and cost-efficient financing approaches to optimize fund performance and risk-return balance.
- Establish robust governance frameworks, policies, and standardized operational procedures for DEIF and GIFAD, ensuring compliance with global ESG and development impact standards.
- Establish and oversee a Project Preparation Facility to accelerate project readiness, transforming concepts into high-quality, bankable, and investment-ready projects.
- Support member countries and stakeholders with technical, financial, and regulatory design, utilizing standardized tools and feasibility studies.
- Build a donor intelligence hub and leverage organizational research to map the evolving donor landscape, identify emerging investment gaps, and produce high-level strategic briefs.
- Promote an organizational culture that reflects DCO values, encourages high performance, and drives employee productivity.
- 10+ years of progressive professional experience with a minimum of 2 years in a senior leadership or managerial capacity specifically within global fund management, blended finance architecture, capital mobilization, or international development finance.
- Bachelor’s degree in Business Administration, Finance, Economics or equivalent is required.
- Master’s degree in Business Administration, Finance, Economics or equivalent is required.
- Proven experience establishing global investment platforms, blended finance alliances and project preparation mechanisms in emerging, developing and developed markets.
- Strong track record in engaging MDBs, DFIs, and private investors.
- Experience in building financing platforms, alliances, or large-scale investment initiatives.
- Demonstrated expertise in project preparation, investment pipelines, and financial modelling.
- Exposure to digital transformation sectors such as e-health, digital education, digital public infrastructure, or inclusive technology ecosystems is desirable.
