The RoleThe Global Director of HR Operations will own and lead all HR operational functions across Jisr’s internal organization and, where relevant, influence best-practice design within our HR platform. This role is responsible for building scalable, compliant, and high-impact HR operations that support growth, operational excellence, and employee experience. This is a senior leadership role requiring deep expertise in HR operations, strong knowledge of Saudi and MENA region labor regulations, and proven experience operating in fast-growing or complex organizations.
WhatYou’ll Own HR Operations & Execution
- Lead end-to-end HR operations including employee lifecycle management, payroll coordination, benefits administration, HR systems, and HR service delivery.
- Design, implement, and continuously improve HR operational processes that scale with company growth.
- Ensure consistent, high-quality HR service delivery across the organization.
- Ensure full compliance with Saudi and MENA region labor law, GOSI, Mudad, Qiwa, Nitaqat, and other relevant regulatory requirements.
- Own HR policies, procedures, and internal controls, ensuring alignment with legal and regulatory standards.
- Partner with Legal and Finance on audits, risk management, and regulatory reporting
- Own HRIS and people systems strategy, including system configuration, integrations, data integrity, and reporting.
- Drive data-driven decision-making through dashboards, KPIs, and operational metrics
- Partner closely with Product and Engineering teams (where applicable) to inform HR product development with real-world operational insights
- Build, lead, and develop a high-performing HR operations team
- Act as a trusted advisor to senior leadership on HR operational matters
- Partner cross-functionally with Finance, Legal, IT, and Business Leaders to align HR operations with company objectives.
- Lead HR operational readiness for growth, including headcount scaling, organizational changes, and process automation.
- Drive operational excellence initiatives focused on efficiency, employee experience, and cost optimization.
- Build a best in class Global HR Operations team.
- Establish SLAs across the organization.
- Create clearly defined processes for all HR Operations work streams.
- Ensure all HR systems are continuously audited and accurate

- Minimum 10 years of progressive experience in HR Operations, HR Shared Services, or related HR leadership roles.
- Strong hands‑on experience with HR operations in Saudi Arabia and MENA region, including labor law and government platforms.
- Proven experience building or scaling HR operations in a high‑growth, tech‑enabled, or complex organization.
- Deep understanding of payroll operations, benefits, HR compliance, and HR systems.
- Demonstrated leadership experience managing and developing teams
- Experience in HR tech, SaaS, or digital transformation environments
- Exposure to regional (GCC) HR operations is a strong plus.
- Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s preferred)
- Professional HR certifications (e.g., SHRM, CIPD) are a plus.
