Reporting to senior executive leadership, the CHRO will shape and execute an integrated human capital strategy aligned with the entity’s mandate, transformation priorities, and long‑term objectives. The successful candidate will serve as a trusted executive adviser and lead the development of a high‑performing, accountable, and future‑ready organization.

Reporting to senior executive leadership, the CHRO will shape and execute an integrated human capital strategy aligned with the entity’s mandate, transformation priorities, and long‑term objectives. The successful candidate will serve as a trusted executive adviser and lead the development of a high‑performing, accountable, and future‑ready organization.

  • Develop and execute the entity‑wide human capital strategy in alignment with institutional priorities.
  • Advise executive leadership on workforce, organization, leadership, culture, and succession matters.
  • Lead strategic workforce planning, organizational design, and capability development.
  • Strengthen talent acquisition, retention, performance management, and employee engagement.
  • Establish robust succession planning and leadership‑development frameworks for critical roles.
  • Oversee compensation, benefits, grading, and rewards to support fairness, competitiveness, and performance.
  • Advance organizational culture, values, inclusion, and change‑management initiatives.
  • Lead HR policy, governance, compliance, employee relations, and workforce‑risk management.
  • Modernize HR operations through technology, analytics, automation, and improved employee experiences.
  • Develop HR dashboards and workforce insights to support evidence‑based executive decisions.
  • Build a high‑performing HR function with strong capabilities, service standards, and accountability.
  • Manage relevant external partners, advisers, and government stakeholders.
Strategic Priorities

The appointed CHRO will be expected to:

  • Align the workforce model with the entity’s evolving mandate and strategic direction.
  • Attract and retain high‑caliber leadership and specialist talent.
  • Strengthen organizational performance and accountability.
  • Build sustainable leadership and succession pipelines.
  • Enable enterprise‑wide transformation and cultural change.
  • Enhance HR governance, service delivery, and digital maturity.
  • Position the entity as an employer of choice.
Candidate Profile
  • Minimum of 12 years of progressive human resources experience, including substantial leadership experience.
  • Proven experience leading a broad HR portfolio within a large, complex, or transforming organization.
  • Strong track record in human capital strategy, organizational design, talent management, performance, rewards, and culture.
  • Experience advising senior executives, boards, or high‑level committees.
  • Demonstrated ability to lead transformation and influence across diverse stakeholder groups.
  • Sound knowledge of Saudi labor regulations and relevant public‑sector governance practices.
  • Strong commercial and institutional judgment, integrity, discretion, and executive presence.
  • Excellent communication and stakeholder‑management skills.
  • Full professional fluency in both Arabic and English.
Qualifications
  • Bachelor’s degree in human resources, business administration, organizational psychology, or a related discipline.
  • A master’s degree, MBA, or equivalent postgraduate qualification is preferred.
  • Recognized professional certification—such as SHRM‑SCP, SPHR, CIPD, or an equivalent is highly desirable.
