Overview

  • The Bus Operation Manager will oversee all phases of Bus and ITS Contractor activities, ensuring contractual requirements are met.
  • Responsible for day‑to‑day operations, delivering safety and excellence in passenger services in line with KPI regime and best practices, and initiating new lines and stations.
  • Supervises OCC bus operations and coordinates special situations such as crisis coordination and disaster recovery.
  • Attends incidents, accidents and emergencies on a 24/7 basis and reports to RCRC on punctuality, kilometres and all required KPI reports.
  • Compares operational data from ITS systems and inspections before issuing reports.
Role and Responsibilities
  • Oversee start of operations through all phases of Bus and ITS contractors to verify contractual compliance.
  • Ensure day‑to‑day delivery of passenger services in accordance with KPI Regime and best market practices, maintaining safety and excellence.
  • Take responsibility for start‑up operations of new services, stations and depots, including required inspections per SOPs.
  • Lead operations on a 24/7 basis to resolve incidents, accidents and emergencies.
  • Develop the operations and maintenance manual.
  • Review and manage the Bus Operator monthly and annual performance reports.
  • Generate, review and manage PMS monthly and annual performance reports.

    Supervise the Operations Control Centre and coordinate special situations such as crisis and disaster recovery.
  • Produce reports for the PMS team to present to the client on punctuality, kilometres and required KPI reports.
  • Compare operational data from ITS systems and inspection status before preparing client reports.
  • Play an integral role in base optimization and future expansion plans, including routes, fleet allocation and depot strategies.
  • Develop crisis management procedures.
  • Be present at the scene of any incident, provide advice and support to client senior management until the situation is controlled.
  • Support the Senior Manager in producing incident‑based reports and maintain them for further investigation.
  • Coordinate mitigations with specialists and third parties, ensuring future incidents are prevented.
  • Monitor the operations contractor on inventory management, supply ordering, maintenance, replacement of equipment, process optimisation, operations team oversight and stakeholder liaising.
Qualification and Education Requirements
  • University Degree.
Mandatory Experience
  • 10 years’ experience in bus operations, derived from an operating company, client organization managing a bus operator or consultant team managing a bus operator.
  • Contract management experience in a public transport environment.
  • Prior experience dealing with multiple contractors and evaluating their performance against KPI regime.
  • Experience with operating procedures, instructions and code of conduct handbooks.
  • Experience with timetables and materials for successful and smooth operations of the transportation system.
  • Knowledge of transportation and safety procedures.
  • Must be prepared to be on call to respond to incidents outside normal operational hours, with a maximum response time of 30 minutes.
  • Experience with investigations and mitigation of incidents and comfortable dealing with third parties (police, civil defence, security agencies, etc.).
  • Prior experience with OEMs, manufacturers and independent consultants/accident investigative agencies.
