The OCC (Operations Control Center) Manager is responsible for overseeing the Operations Control (OCC) team, including Duty Managers, dispatchers, and other OCC staff, ensuring the safe, efficient, and compliant execution of daily operations in accordance with applicable regulatory requirements. The role focuses on proactive and reactive operational management, crisis response, regulatory compliance, and continuous improvement in safety, security, standards and on‑time performance.

The OCC Manager ensures that the schedule operates within GACA regulations, the Civil Aviation Authority requirements of the country where our aircraft are registered, and company standards while mitigating disruptions through effective contingency planning. Additionally, the role is accountable for key performance indicators (KPIs) and safety performance indicators (SPIs) related to operational control, financial efficiency, and guest experience.

Key Accountabilities
  • Manage the execution of our network within the 72‑hour operational control window
  • Lead proactive and reactive contingency planning during disruptions to minimize operational and financial impact
  • Oversee day‑to‑day flight operations, ensuring compliance with safety protocols, crew duty regulations, aircraft limitations, and airport restrictions
  • Serve as the key focal point during crisis situations, including activation of the Emergency Response Plan (ERR) upon instruction from the COO and Accountable Executive
  • Direct and support our Duty Managers and Dispatchers to maintain the highest safety and operational standards
  • Develop and implement the Dispatch Manual and Office Procedures Manual, training programs, and duty schedules in compliance with GACA, other Civil Aviation Authorities' regulations, and our policies
  • Optimize resource allocation, workload distribution, and staffing requirements for both short and long‑term operational needs
  • Drive process improvements and synergies with cross‑functional teams (Flight Operations, Engineering, Crew Planning, etc.)
  • Ensure full compliance with GACA, ICAO, and our operational standards
  • Conduct risk assessments and implement mitigation strategies to maintain effective SMS implementation within OCC
  • Oversee Flight Dispatch operations, including flight planning, ATC coordination, and regulatory compliance
  • Maintain and update operational manuals, training materials, and route briefing notes
  • Manage and optimize flight planning systems (e.g., Jeppesen, AIMS, SITA, CFMU) and other operational platforms
  • Ensure dispatchers maintain proficiency in FANS, RVSM, MNPS, and other navigational requirements
  • Collaborate with IT and technical teams to enhance dispatch information systems
  • To establish very strong and clear communications channels with all our units (particularly Technical/Commercial and Flight Operations unit)
  • Oversee dispatcher training programs, competency checks, and recurrent training to meet regulatory requirements
  • Ensure all operational staff maintain necessary certifications and licenses
  • To support safe utilization of cabin crew and flight attendants within established parameters and regulations through operating established rosters to meet planned operational schedules
  • Serve as primary liaison with GACA for Flight Dispatch matters
  • To contribute to enhanced cost‑savings and efficiencies by continually monitoring and seeking areas/opportunities for improvement in Operations control, presenting coasted proposals for approval and pursuing them through to implementation
  • To continually seek to reduce costs of unavoidable "ferry flights" through optimizing the use of flight capacity (e.g. carriage of parts for maintenance)
  • To contribute to the effective financial management of the operations through reviewing and ensuring invoices from suppliers/vendors are appropriate and supported by full and correct documentation
