Establish lead and operationalize the Safety and Security function across all company sites by setting governance policies, procedures, systems, vendor model, and operational controls required to protect people, assets, and facilities and to ensure full compliance with Saudi regulatory requirements, Civil Defence expectations, and internal company standards.
ResponsibilitiesDesign and launch the Safety and Security operating model scope, processes, roles, controls, approval matrices, and reporting lines. Develop the function roadmap and implementation plan covering policies, systems, training, audits, and site readiness. Establish standard templates and records: risk assessments, permits, incident reports, inspection checklists, logs, and evidence folders. Define KPIs/SLA for Safety and Security services and establish a governance cadence: weekly/monthly reviews, dashboards, action tracking.
Develop and issue Safety and Security policies and procedures aligned to Saudi regulations and authority expectations including Civil Defence, applicable Aramco Digital Cyberani by Aramco Digital safety guidelines, and company requirements. Maintain a compliance register covering applicable Saudi requirements and site obligations: inspections, approvals, renewals, drills, documentation. Prepare for and lead compliance audits and inspections, ensure timely closure of corrective actions with documented evidence.
Coordinate with stakeholders to ensure new offices, expansions, and changes remain compliant before go‑live.
Own physical security controls and technology operations including CCTV, access control, intrusion detection, alarms, monitoring, and visitor management controls. Define access authorization levels, issuance/deactivation protocols, lost‑card handling, and periodic access reviews coordinating with IT and Facilities where applicable. Establish incident escalation and response procedures for security breaches, suspicious activities, and access violations.
Establish the Emergency Response Team (ERT) structure and execute drills: fire and evacuation, incident simulations, crisis exercises in coordination with sites. Ensure emergency equipment readiness and coordination with Facilities for life‑safety systems, alarms, emergency lighting, extinguishers, signage, muster points. Maintain emergency response playbooks, communications protocols, and site‑specific evacuation muster procedures.
Select, onboard, and manage Safety and Security vendors and service providers. Define KPIs/SLA and performance governance. Review scope, staffing plans, post‑orders, and site coverage to ensure effective day‑to‑day operations and compliance. Validate vendor deliverables, inspection reports, and invoices in coordination with Procurement and Finance as applicable.
Maintain accurate records including incident reports, safety logs, inspection checklists, training records, compliance documentation, and audit evidence. Prepare periodic executive updates: status, risks, incidents, compliance progress, drill outcomes, corrective actions, and improvement recommendations covering safety programs, physical security technologies, and operational processes. Provide data‑driven insights to support decision‑making and continuous improvement while maintaining regulatory readiness.
Implement workplace safety programs including inspections, hazard identification, risk assessments, and corrective preventive actions (CAPA). Set contractor safety requirements and monitor compliance on‑site: inductions, permits to work, supervision, restrictions, and toolbox talks. Lead investigations for incidents, near‑misses, and security breaches; ensure lessons learned, documented reports, and closure of actions.
- Required:
Bachelor’s degree or higher in Safety Management, Occupational Health and Safety, Security Studies, Engineering, or a related field. - Strongly Preferred: NEBOSH International General Certificate (IGC) or equivalent internationally recognised HSE certification; ISO 45001 Lead Auditor certification or ability to obtain within 6 months;
First Aid, CPR, and Emergency Response certification from a Saudi‑recognised provider. - Highly Preferred: CPP or PSP and ASIS certification for physical security leadership;
Fire Safety and Civil Defence‑aligned training or certification as applicable to site requirements. - Experience with safety management systems and audit programmes: ISO 45001, OSHA framework.
