Overview

The Procurement Manager is responsible for leading and managing the end-to-end procurement function across a major infrastructure programme, ensuring procurement strategies, tendering activities and contract awards are delivered efficiently, compliantly and aligned to programme objectives. The role provides strategic oversight of procurement planning, supplier engagement, and contract execution while ensuring strong governance, auditability, and alignment with project delivery requirements.

Key Responsibilities
  • Procurement Strategy & Planning: develop and implement project procurement strategies, packaging approaches, and sourcing plans aligned with programme delivery requirements; lead development of procurement schedules; advise senior stakeholders on procurement methodologies, market conditions, and risk-based approaches to sourcing.
  • End-to-End Procurement Management: oversee full procurement lifecycle from prequalification through tendering, evaluation, negotiation and contract award; review and approve tender documentation; ensure procurement activities executed in line with approved procedures.
  • Tendering & Supplier Management: lead supplier prequalification, long listing, shortlisting, due diligence; manage tender clarification processes; develop and maintain strong supplier relationships.
  • Commercial & Contractual Oversight: lead commercial evaluation of bids, value engineering, risk assessment; manage contract negotiations; ensure contracts approved in line with defined Levels of Authority.
  • Governance & Audit: ensure compliance with internal policies, regulatory requirements; maintain audit trails; support internal and external audits.
  • Programme Integration & Stakeholder Management: interface with Project Management, Engineering, Commercial, Legal, Finance teams; provide regular procurement reporting.
  • Risk Management & Market Intelligence: identify supply chain risks; develop mitigation strategies; produce market intelligence insights.
  • Team Leadership & Performance Management: lead and manage procurement teams; allocate workloads; mentor professionals.

  • Project Director, Programme Leadership, Commercial & Cost Management Teams, Engineering & Design Teams, Legal & Contracts Function, Finance & Controls, External Suppliers, Contractors and Consultants.

Core Competencies
  • Technical: end-to-end procurement lifecycle management; tendering and competitive bidding processes; contract formation (e.g., FIDIC or equivalent); procurement planning and scheduling; commercial evaluation and negotiation.
  • Behavioural: strong stakeholder engagement and communication; strategic thinking and decision-making; high attention to detail and governance compliance; leadership and team development.
  • Ability to operate in complex, multi-stakeholder environments.
Experience and Qualifications
  • 10 years experience in procurement within infrastructure, construction or major capital programmes.
  • Demonstrated experience managing procurement delivery on large-scale or multi-package programmes.
  • Degree in engineering, commercial, supply chain or related discipline.
  • Membership of a relevant professional body (e.g., CIPS, RICS) desirable.
