Position Overview

HSWW Manager
- Power Utilities in Riyadh, Saudi Arabia is a senior utilities opportunity with Parsons Corporation for an experienced health, safety, wellness, and wellbeing leader supporting power utilities infrastructure projects. The role focuses on HSWW strategy, HSE compliance, risk management, field safety leadership, incident investigation, contractor oversight, and wellbeing initiatives across transmission and distribution lines, substations, underground utilities, energized work zones, and associated civil works.

Key Responsibilities
  • Develop and implement HSWW strategies, procedures, standards, and improvement plans tailored to power utilities infrastructure projects.
  • Align health, safety, wellness, and wellbeing programmes with corporate objectives, client requirements, project KPIs, and regulatory obligations.
  • Integrate safety management with wellbeing initiatives such as fatigue management, stress awareness, ergonomics, hydration, heat stress prevention, and work‑life balance support.
  • Conduct gap assessments and maturity reviews of existing HSWW programmes, then lead practical improvement actions.
  • Ensure compliance with applicable health and safety legislation, environmental requirements, utility standards, client procedures, and industry best practice.
  • Maintain HSWW management systems, including ISO‑based or corporate health and safety management frameworks.
  • Identify, assess, and control risks linked to transmission lines, distribution works, substations, underground utilities, civil works, and energized work areas.
  • Lead the development and maintenance of risk registers, risk assessments, job hazard analyses, and safe work method statements.
  • Support emergency response planning, incident command arrangements, drills, and field readiness for utility construction and operations.
  • Provide visible HSWW leadership on project sites through safety walks, wellbeing walks, inspections, audits, and direct engagement with field teams.
  • Oversee site‑specific HSWW plans, permit‑to‑work systems, critical control checks, and verification processes for high‑risk activities.
  • Verify correct selection, use, inspection, and adequacy of PPE, tools, and equipment used for high‑voltage and civil construction activities.
  • Coordinate with construction management teams to embed HSWW requirements into method statements, lift plans, outage planning, energization plans, and work sequencing.
  • Support contractor and subcontractor HSWW management, including onboarding, pre‑qualification, performance reviews, coaching, and corrective action follow‑up.
  • Lead or support investigations of incidents, near misses, unsafe conditions, and high‑potential events using structured root cause analysis methods.
  • Ensure timely incident reporting, documentation, escalation, corrective actions, and preventive measures in line with company and client requirements.
  • Analyze incident trends, leading indicators, audit results, inspection outcomes, and field observations to drive targeted safety interventions.
  • Develop and deliver HSWW training for employees, supervisors, subcontractors, and field teams, including orientation, task‑specific training, and refresher sessions.
  • Promote stop‑work authority, peer observation, open reporting, psychological safety, behavioral safety, and positive safety leadership across the project.
  • Coach supervisors, construction leaders, and contractor representatives in practical safety engagement and field risk control.
  • Serve as a key HSWW contact for project teams, clients, utility owners, contractors, regulators, and internal stakeholders.
  • Prepare HSWW dashboards, performance reports, presentations, audit summaries, and management updates for senior leadership and clients.
  • Work with HR, occupational health, and employee assistance providers to strengthen wellbeing support across project activities.
