Overview

Senior Manager – Planning Reporting in Riyadh is a senior planning and project controls professional who can lead program‑wide scheduling governance, integrated master schedule management, portfolio reporting, data assurance, and performance insight across a major transportation program. This client‑facing role supports strategic and tactical program control by giving leadership clear visibility of progress, critical paths, schedule risks, portfolio trends, and decision requirements across multiple work streams and corporate functions.

Key Responsibilities
  • Establish, maintain, and continuously improve the program‑wide planning and scheduling framework, standards, processes, and procedures.
  • Define planning requirements for work breakdown structures, coding structures, calendars, milestone structures, reporting cycles, and schedule governance.
  • Ensure planning standards are applied consistently across PMC teams, client functions, contractors, project teams, and workstream leads.
  • Provide planning leadership so schedule data supports executive decision‑making, governance forums, and program control processes.
  • Lead development, integration, and maintenance of the program Integrated Master Schedule.
  • Consolidate schedule inputs from multiple projects, contracts, packages, and functions into a coherent master planning view.
  • Ensure design, procurement, construction, testing, commissioning, approvals, handover, and operational readiness activities are fully represented and logically linked.
  • Oversee identification and management of program critical paths, major dependencies, interfaces, and cross‑workstream constraints.
  • Coordinate with project planning teams to validate schedule logic, durations, assumptions, constraints, and baseline readiness before integration.
  • Provide planning oversight to multiple project teams within the Vertical Links portfolio, including stations, systems, civil works, enabling works, and third‑party interfaces.
  • Review and challenge project‑level baselines, updates, progress submissions, and recovery plans to ensure realism and alignment with program objectives.
  • Support portfolio‑level scenario planning and what‑if analysis for major changes, resequencing, acceleration strategies, access changes, and phasing adjustments.
  • Advise senior leadership on planning implications of strategic decisions, scope changes, milestone movements, delivery constraints, and program priorities.
  • Own and manage the program‑level reporting framework for schedule and progress in line with client governance requirements.
  • Define reporting metrics, dashboards, reporting formats, progress narratives, milestone trackers, critical path updates, slippage trends, and productivity indicators.
  • Lead production of clear, concise, and decision‑focused planning and progress reports for steering committees, boards, governance forums, and external stakeholders.
  • Integrate schedule information with risk, cost, change, health and safety, and commercial reporting to provide a complete view of program performance.
  • Work closely with risk, change, cost, commercial, and project controls teams to ensure planning data supports integrated program governance.
  • Support or lead schedule risk analysis at program level, including qualitative review and quantitative assessment where required.
  • Provide time impact assessments for major change proposals, portfolio trends, interface delays, access constraints, and delivery scenarios.
  • Identify systemic schedule risks and opportunities across the portfolio and recommend practical mitigation, optimization, or recovery strategies.
  • Act as the central planning and reporting interface between Vertical Links and other client functions including Engineering and Safety, Commercial, Operations, Finance, and Corporate Reporting.
