Role ContextThe Senior Project Manager will plan, direct, supervise, and control the business, technical, financial, and administrative functions of an assigned Qiddiya project. The position translates client objectives and contractual obligations into practical execution strategies, coordinated work plans, measurable deliverables, and accountable team responsibilities. The role has a direct impact on project profitability, programme performance, client satisfaction, quality, safety, resource utilization, and delivery certainty.
By maintaining strong governance and timely communication, the Senior Project Manager will help prevent cost overruns, reduce delays, manage scope changes, and ensure that project teams remain aligned with approved objectives.
- Define project goals, execution methods, priorities, and performance expectations.
- Plan, direct, supervise, and control all technical, commercial, financial, and administrative project activities.
- Establish and maintain the Project Execution Plan.
- Oversee preparation of the Health and Safety Plan, Quality Assurance Plan, Quality Control Plan, and other required management documents.
- Define programme requirements for all project areas and disciplines.
- Review draft and final deliverables for compliance with contractual and technical criteria.
- Assign project responsibilities to team members according to their qualifications, experience, and strengths.
- Establish clear reporting lines, accountability, and decision-making responsibilities.
- Mobilize resources from support departments, regional offices, and affiliated business units.
- Build capable project teams able to deliver safe, timely, and high-quality work.
- Coordinate with profit centre leaders and department managers regarding key project positions.
- Confirm the qualifications and capabilities required for critical project assignments.
- Develop project budgets, schedules, work plans, and resource forecasts with project engineers and discipline managers.
- Monitor project activities, milestones, costs, commitments, risks, and schedule performance.
- Identify potential delays, cost overruns, resource shortages, and delivery constraints.
- Develop and implement recovery plans to address adverse project performance.
- Advise the client and company management of significant changes, emerging risks, and required corrective actions.
- Negotiate changes to the scope of work with the client and major subcontractors.
- Maintain accurate and timely change orders.
- Ensure changes are documented, assessed, approved, and incorporated into project plans.
- Follow up on client instructions, contractual commitments, and agreed actions.
- Prepare and distribute project summaries and key information to the project team.
- Maintain consistent communication across management, engineering, construction, commercial, and support functions.
- Act as Parsons Corporation's principal representative with the client and selected subcontractors.
- Maintain productive client relationships and identify opportunities for additional work.
- Support business development by demonstrating reliable delivery and responsive client service.
- Participate in negotiations with regulatory agencies when required.
- Represent the client or company during public meetings associated with project delivery.
- Establish weekly project status meetings.
- Review progress, risks, decisions, commitments, and corrective actions with project stakeholders.
- Monitor engineering, procurement, construction, and technical integration.
- Coordinate project interfaces across design, procurement, commercial, construction, and support teams.
- Promote technical and commercial excellence through established quality assurance processes.
- Ensure project execution complies with industry practices, contractual obligations, regulations, and corporate policies.
