Overview

Risk Manager - Airport Infrastructure in Riyadh, Saudi Arabia is a senior Civil Engineering opportunity supporting a major airport and airfield development program. The role will establish and maintain a structured project risk framework covering design, procurement, construction, testing, commissioning, handover, and operational readiness. The successful candidate will lead risk workshops, maintain risk registers, support quantitative and qualitative analysis, and provide management with reliable information for risk-based decisions.

Salary: 35,000–48,000 Saudi Riyals (estimated based on similar jobs).

Key Responsibilities
  • Develop and maintain the project risk management framework.
  • Align risk processes with project requirements, contractual obligations, and international best practices.
  • Establish risk procedures, methodologies, tools, templates, governance arrangements, and reporting mechanisms.
  • Develop and maintain project risk registers, risk categories, risk breakdown structures, and ownership frameworks.
  • Ensure risk management processes are applied across engineering, procurement, construction, commissioning, and handover.
  • Promote a proactive risk culture across client, consultant, contractor, and project delivery teams.
  • Facilitate risk identification and assessment workshops with stakeholders and discipline leads.
  • Identify threats and opportunities affecting cost, schedule, scope, quality, safety, design, procurement, construction, and operations.
  • Evaluate risk probability, impact, exposure, urgency, proximity, and trends.
  • Assign clear risk ownership and action responsibilities.
  • Develop mitigation, contingency, avoidance, transfer, acceptance, and response strategies.
  • Monitor mitigation actions and escalate overdue or ineffective controls.
  • Verify that agreed risk actions are implemented and supported by evidence.
  • Manage risks affecting runways, taxiways, aprons, pavements, utilities, airfield systems, and associated infrastructure.
  • Assess aviation operational risks involving airside access, safety restrictions, phased works, and live‑airport interfaces.
  • Identify risks arising from civil works, utility integration, temporary works, logistics, and construction sequencing.
  • Monitor threats to operational continuity during construction and transition activities.
  • Provide risk input into project execution plans, delivery strategies, procurement plans, and construction methodologies.
  • Support qualitative and quantitative schedule and cost risk assessments.
  • Coordinate with planning, project controls, commercial, and cost teams.
  • Identify schedule drivers, cost exposure, critical dependencies, and potential delays.
  • Review baseline programmes, forecasts, changes, variations, and recovery plans from a risk perspective.
  • Support development of contingency allowances and management reserves.
  • Recommend recovery strategies where emerging risks threaten project milestones.
  • Monitor new and changing risks throughout the project lifecycle.
  • Prepare weekly, monthly, and ad hoc risk reports.
  • Develop heat maps, trend analysis, risk dashboards, and executive summaries.
  • Monitor key risk indicators and identify deteriorating risk conditions.
  • Highlight critical risks requiring management action or governance escalation.
  • Prepare risk presentations for clients, leadership teams, and governance committees.
  • Coordinate risk matters with contractors, consultants, authorities, and delivery partners.
  • Lead risk review meetings, workshops, and interface coordination sessions.
  • Manage risks arising from interfaces between civil, structural, architectural, MEP, utilities, ICT, aviation systems, and operations.
  • Ensure risk ownership is clearly communicated across organizational and contractual boundaries.
  • Assess risks associated with design changes, scope amendments, project decisions, and technical deviations.
  • Support change‑control processes by evaluating potential cost, schedule, quality, and delivery impacts.
  • Maintain traceability between risk events, proposed changes, approved variations, and mitigation actions.
