Parsons is recruiting a Risk Manager
- Rail and Mobility Programs in Riyadh, Saudi Arabia for a leadership opportunity within the Transportation-Trucking-Railroad industry. The manager will develop and lead an integrated risk framework covering metro, light rail, commuter rail, bus rapid transit, on-demand transport, and connected mobility assets. The position spans the complete asset lifecycle, from strategy and design through procurement, construction, testing, commissioning, operations, maintenance, and decommissioning.

Its purpose is to ensure that strategic, technical, operational, safety, financial, digital, and stakeholder risks are understood and controlled.

Role Context Modern mobility programs combine physical infrastructure, operational procedures, digital systems, multiple transport modes, public authorities, and commercial partners. A risk affecting one asset or operator can quickly influence safety, capacity, passenger experience, revenue, or network reliability. The Risk Manager will provide a portfolio-wide view of these dependencies and help leadership make risk-informed investment and delivery decisions. Strong integration with engineering, operations, safety, commercial, asset-management, and digital teams will support reliable and financially sustainable transportation services.

Key Responsibilities
  • Establish and maintain a comprehensive risk framework aligned with corporate policies, governance requirements, and recognized standards.
  • Develop risk plans, procedures, classifications, assessment criteria, and reporting tools.
  • Tailor the framework to metro, light rail, commuter rail, bus rapid transit, on-demand services, and multimodal assets.
  • Embed risk management within strategy, planning, design, procurement, construction, commissioning, operations, maintenance, and decommissioning.
  • Lead structured workshops with engineering, operations, safety, systems-integration, commercial, digital, and asset teams.
  • Assess technical risks involving signaling, train control, telecommunications, SCADA, power, and rolling stock.
  • Evaluate exposures affecting stations, depots, interchanges, and park-and-ride facilities.
  • Identify passenger-demand, ridership, revenue, capacity, timetable, and service-reliability risks.
  • Review interoperability and interface risks between rail, buses, micromobility, parking, and other transport modes.
  • Apply calibrated likelihood and impact criteria across safety, service performance, cost, schedule, revenue, reputation, environment, and compliance.
  • Identify systemic dependencies between assets, contracts, operators, suppliers, and external partners.
  • Develop quantitative risk models for major programs and mobility portfolios.
  • Integrate risk findings with project schedules, cost forecasts, investment plans, and governance decisions.
  • Provide risk-adjusted forecasts and recommendations for contingency, investment, and program phasing.
  • Work with technical teams to evaluate design changes and systems-architecture choices.
  • Develop mitigation measures covering safety, reliability, human factors, staffing, timetables, operating procedures, and incident response.
  • Advise on contractual risk allocation, performance regimes, availability-based payments, incentives, and change processes.
  • Coordinate digital and cyber controls involving access management, resilience, redundancy, and system recovery.
  • Monitor mitigation implementation and reassess residual-risk levels.
  • Provide structured risk advice for investment cases, change requests, project approvals, and governance forums.
  • Own and maintain program-level risk registers covering mobility and rail assets.
  • Coordinate package, project, asset, and operational risk registers across the portfolio.
  • Standardize risk descriptions, ownership, actions, ratings, status, and escalation requirements.
  • Produce risk reports and dashboards for boards, executive leadership, authorities, regulators, funders, and delivery teams.
  • Communicate emerging threats, key risk indicators, trends, and cumulative exposure.
  • Align risk-management activity with safety-management systems, safety cases, operational readiness, assurance, quality, and regulatory compliance.
  • Support hazard-identification studies and hazard-and-operability analysis.
  • Participate in incident investigations and root-cause analysis.
  • Convert investigation findings into systemic controls and lessons for future programs.
