The Project Controls Manager will lead cost, schedule, financial reporting and performance-management activities across complex projects. Acting as a strategic partner to project leadership, the position will establish control frameworks, identify emerging risks and guide a project-controls team in maintaining accurate and actionable information.
Key Responsibilities- Establish and maintain project baseline budgets and schedules.
- Develop performance metrics aligned with scope and organizational standards.
- Integrate cost and schedule information for project reporting.
- Analyze financial data and earned value indicators.
- Identify performance trends, emerging issues and forecasting needs.
- Manage project financial systems and cost-control processes.
- Ensure accurate collection and reporting of cost information.
- Maintain compliance with financial policies and control procedures.
- Lead scope-control and change-management processes.
- Assess the cost and schedule effects of proposed changes.
- Provide recommendations on change decisions to project leadership.
- Track workforce numbers, labor hours and labor costs.
- Monitor actual expenditure against approved budgets and funding limits.
- Manage purchase orders and subcontract commitments.
- Verify that project expenditures align with contractual obligations.
- Prepare progress trends and cost-impact assessments.
- Present performance reviews to project teams and stakeholders.
- Resolve cost and schedule discrepancies with relevant teams.
- Coordinate corrective actions with project managers, finance teams and contractors.
- Develop project-controls procedures and supporting documentation.
- Establish consistent standards and best practices.
- Lead project cost-review meetings.
- Provide evidence-based recommendations based on analytical findings.
- Use project-management and enterprise systems to improve reporting.
- Identify financial and schedule risks.
- Support risk mitigation and contingency planning.
- Mentor project-controls professionals and support team development.
Maintain timely and accurate communication of project financial status.
- Bachelor 's degree in Engineering, Construction Management, Finance, Business Administration or a related field.
- Minimum 15 years of project-controls, project-management or financial-management experience.
- Advanced knowledge of earned value methodology.
- Strong cost and schedule integration capabilities.
- Demonstrated expertise in performance management and forecasting.
- Proficiency with Microsoft Project, Oracle Primavera or equivalent software.
- Experience with enterprise financial-management systems.
- Detailed understanding of scope and change control.
- Knowledge of contract administration and commitment tracking.
- Ability to analyze complex financial data.
- Strong trending and forecasting report-development skills.
- Excellent organization and competing-priority management abilities.
- Strong written, verbal and executive presentation skills.
- PMP, CCP or an equivalent certification is preferred.
- Middle East construction or infrastructure experience is advantageous.
- Familiarity with SAP, Oracle ERP or comparable systems.
- Business intelligence and advanced data-analysis experience is beneficial.
- Proven ability to lead and develop controls teams.
- Understanding of international delivery methods and contract types.
