What ACES is Looking For?

ACES is looking for a Pavement Evaluation & Studies Department Manager to join the team in Riyadh, Saudi Arabia .

Job Summary:

Manage the specialized services offered by the department, commercialize the department, its services, and equipment, help ACES branches in projects related to the pavement, and help both Special Studies and Materials Departments in issues related to offered department services. Lead specialized evaluation tests for both pavement materials and pavement structures for both highways and airports and manage the processes of designing flexible and rigid pavement structures for highways and airports.

Responsible for developing, implementing and monitoring environmental strategies that promote sustainable development. And lead the Department team and provide training to staff at all levels

Duties and Responsibilities:

Managerial Duties:
  • Develop a long-term strategy and set targets to match the vision of ACES.
  • Identify and take advantage of opportunities and expands the business by creating innovative services or markets.
  • Build confidence among employees and creates positive feelings and a culture of belonging.
  • Create and develop change management strategies
  • Inspire, influence, and guide others to participate in a common effort.
  • Delegate and empower subordinates
  • Oversee the establishment and implementation of Departmental policies, goals, quality objectives, and procedures.
  • Ensure that the new operation plans, policies, procedures, and transition/migration plans for the Department are consistent with the overall goals and objectives of ACES.
  • Develop departmental business plans that are in line with ACES strategies and objectives.
  • Monitor costs and resources in day-to-day activities.
  • Hold responsibility for department staffing and budgeting projections
Technical Duties:
  • Lead specialized evaluation tests for both pavement materials and pavement structures for both highways and airports.
  • Conduct training for ACES staff on specialized equipment.
  • Lead and manage the processes of designing flexible and rigid pavement structures for highways and airports.
  • Provide consultations to ACES different branches on issues related to pavement materials and evaluation.
  • Market the Center in addition to ACES pavement materials services in coordination with the Branches Managers.
  • Prepare proposals, quotations, and reports for projects.
  • Represent the Regional Center for Pavement (RCP) inside and outside ACES in coordination with the B’s. M’s.
  • Prepare the financial budget of the Center in coordination with the Branch Manager.
  • Update the Center library with required software.
  • Follow-up on studies work progress
  • Conduct development research to upgrade the technical capabilities of the Center and submit the recommendations to management.
  • Submit monthly and annual reports on the ongoing and finished works to the Branch Manager.
  • Follow up, execute and update the sections related to the Center brochure.
  • Any duties or responsibilities assigned by the management.
Reporting To:

RCE of Pavement Evaluation and Studies Manager

Job Requirements:

Education & Experience:
  • Master or PhD Degree in Civil Engineering, Pavement any related field, PhD is preferable
  • 8-12 years of experience in the field of Pavement Testing and Evaluation with at least 3 years of experience in a supervisory position.
