HSE Manager – Onsite, KSA (Saudi Nationality only)

We are seeking an experienced HSE Manager to lead health, safety, and environmental activities for major mission-critical projects in KSA. The role will oversee implementation of the project HSE Management System, monitor safety performance, ensure regulatory and client compliance, and promote a proactive safety culture across all project activities.

The successful candidate will serve as a key HSE advisor to project leadership and will lead inspections, audits, incident investigations, risk management, and continuous improvement initiatives.

RESPONSIBILITIES
  • Lead implementation and oversight of the Project Health, Safety, and Environmental Management System.
  • Ensure compliance with project HSE requirements, applicable legislation, regulations, and client standards.
  • Perform final review, sign-off, and escalation of HSE performance, incidents, investigations, and corrective actions.
  • Monitor and report key HSE indicators, including LTIFR, HIPO, TRIR, near misses, and other project-specific metrics.
  • Provide regular HSE performance reports, trends, risks, and recommendations to the PMC Lead / Site Director.
  • Lead site HSE inspections, audits, risk assessments, and safety initiatives.
  • Review contractor HSE plans, procedures, risk assessments, and method statements.
  • Lead and support incident investigations, identify root causes, and ensure corrective and preventive actions are implemented.
  • Monitor hazard identification, permit-to-work, and high-risk activity controls.
  • Support emergency preparedness, emergency response, and crisis management activities.
  • Coordinate with contractors, consultants, and project teams to resolve HSE issues and improve safety performance.
  • Promote positive safety behaviors and strengthen the overall project safety culture.
  • Provide coaching and guidance to project teams on HSE requirements and best practices.
  • Drive continuous improvement of HSE processes and performance.
QUALIFICATIONS Required Qualifications
  • Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
  • NEBOSH Diploma.
  • Strong HSE management experience on major construction or industrial projects.
  • Experience in hyperscale data centers, mission-critical facilities, EPC, PMC, or similar environments.
  • Strong knowledge of construction safety legislation and international HSE standards.
  • Extensive experience with HSE inspections, audits, and regulatory compliance.
  • Strong knowledge of risk assessments, hazard identification, and permit-to-work systems.
  • Experience leading incident investigations and root cause analysis.
  • Strong understanding of emergency preparedness and incident response.
  • Experience monitoring and reporting HSE KPIs, including LTIFR, TRIR, HIPO events, and near misses.
  • Strong leadership, stakeholder management, coaching, and communication skills.
Preferred Qualifications
  • CMIOSH – Chartered Member of IOSH.
  • Experience on hyperscale data center or mission-critical projects.
  • Familiarity with ISO 45001 Occupational Health & Safety Management Systems.
  • Familiarity with ISO 14001 Environmental Management Systems.
  • Experience using electronic HSE reporting and incident management systems.
  • Knowledge of contractor HSE management and safety leadership programs.
  • Experience developing executive HSE dashboards and KPI reports.
