About the Opportunity:

The Director, Waste Management provides strategic leadership for the city's waste management asset portfolio, ensuring waste infrastructure, systems, services, and commercial arrangements are effectively planned, governed, and optimized throughout their lifecycle. The role develops long-term strategies, lifecycle investment plans, performance frameworks, regulatory assurance, and asset management standards to support safe, sustainable, and cost-effective waste services. It oversees municipal, recycling, organics, construction, hazardous, and event waste streams, while promoting circular economy principles, resource recovery, and digital enablement.

The position ensures alignment with the city's asset management framework, sustainability objectives, Saudi regulations, Vision 2030 priorities, and global best practices.

Role Responsibilities:

  • Lead the strategic direction, governance, operating model, policies, and performance framework for the city-wide waste management portfolio.
  • Develop long-term waste asset strategies, service models, demand forecasts, capacity plans, and lifecycle investment programs aligned with city growth and operational needs.
  • Drive sustainability, circular economy, recycling, resource recovery, waste diversion, and carbon reduction initiatives in line with ESG objectives and Vision 2030.
  • Establish asset information, digital systems, smart waste technologies, data governance, performance dashboards, and analytics to support informed decision-making.
  • Ensure compliance with waste management regulations, environmental requirements, permits, licensing obligations, and regulatory reporting through engagement with key authorities.
  • Oversee asset lifecycle management for waste infrastructure, including planning, design, maintenance, renewal, replacement, resilience, and operational readiness.
  • Lead health, safety, and environmental management, ensuring safe waste handling, environmental protection, regulatory compliance, and emergency preparedness.
  • Develop commercial, procurement, investment, and provider governance strategies, including contracts, KPIs, SLAs, budgeting, and lifecycle cost optimization.
  • Build strong relationships with developers, operators, facility managers, event organizers, regulators, and the community to support waste and sustainability objectives.
  • Lead organizational capability development, fostering a culture of safety, operational excellence, innovation, sustainability, continuous improvement, and workforce development.

Here’s what you’ll need

Role Requirements:

  • Bachelor’s degree in Environmental Engineering, Civil Engineering, Waste Management, Environmental Science, Sustainability, Facilities Management, or a related field;
    Master’s degree and relevant professional certifications are preferred.
  • 18+ years of experience in waste management, environmental services, utilities, infrastructure operations, facilities management, or city-scale service delivery, including at least 8 years in senior leadership roles.
