Cluster (Based in Riyadh) – Covering Riyadh, Kharj, Wadi, Dammam, Alahsa Branches.

Role

Purpose:

Lead and oversee HSE performance across multiple branches within the assigned cluster, ensuring consistent implementation of corporate HSSE policies, standards, and requirements. Supervise and support Senior Safety Specialists, monitor compliance and performance, oversee risk, incident, emergency, environmental, and occupational health programs, and drive continuous improvement across cluster operations.

KEY

ACCOUNTABILITIES & ACTIVITIES

Oversee implementation of corporate HSSE policies, standards, procedures, and programs across assigned branches.
Provide direction and technical support to Senior Safety Specialists.
Ensure consistent HSSE practices and compliance across the cluster.
Promote HSSE leadership and a positive safety culture.

2. Safety Risk Management & Assurance:

Oversee risk assessments, hazard controls, inspections, and safe systems of work across branches.
Review significant findings and ensure corrective actions are implemented and closed.
Identify recurring risks and improvement opportunities and elevate critical issues.
Oversee incident, near-miss, and significant event reporting and investigations.
Review root-cause analysis and corrective actions for significant incidents.
Monitor emergency preparedness, firefighting arrangements, and emergency drills across branches..

4. Environmental & Occupational Health:

Oversee implementation of environmental and occupational health requirements across branches.
Monitor key environmental and workplace health risks and compliance obligations.
Coordinate with relevant internal and external stakeholders on environmental and occupational health matters.

5. Performance & Reporting:

Monitor HSSE KPIs, trends, incidents, findings, and action-plan performance across the cluster.
Consolidate branch HSSE performance and provide reports and recommendations to the Corporate HSSE Manager.
Ensure timely and accurate HSSE reporting and data submission.

6. Coordination & Team Supervision:

Act as the primary HSSE link between Branch Management, Senior Safety Specialists, and Corporate HSSE.
Coordinate corporate HSSE initiatives and improvement programs across the cluster.
Supervise, coach, and support Senior Safety Specialists and identify competency development needs.

7. Compliance & Continuous Improvement:

Monitor compliance with applicable Saudi regulations, Civil Defense requirements, and corporate HSSE standards.
Support audits, assessments, and regulatory inspections and follow up on findings.
Drive standardization and continuous improvement of HSSE practices across assigned branches.

Required:

Knowledge and

Experience:

Minimum 5+ years of HSSE experience in industrial, grain handling, bulk material handling, logistics, or similar high-risk operations.
Experience in Process Safety Management (PSM) and high-risk industrial operations.
Practical knowledge of combustible dust hazards, grain dust explosion prevention, fire protection, and emergency response
Experience with mechanical/process equipment such as bucket elevators, conveyors, silos, and dust collection systems
Experience supervising HSE personnel and managing HSSE performance across multiple sites

Education:

Bachelor’s degree in occupational health & safety, Safety Engineering, Mechanical Engineering, Industrial Engineering, or a related discipline.
NEBOSH HSE Certificate in Process Safety Management (PSM) – Required.
Additional qualifications such as NEBOSH IGC, professional HSE certification, or relevant fire/combustible dust training are preferred
