Job Summary
The City of Roanoke Engineering Division is seeking an Engineering Technician II to perform complex technical support work related to design, construction and inspection of engineering improvement projects. Responsibilities include construction management services, review of contractor pay requests and change order reviews, acting as owner’s representative, field surveying and base map preparation, preliminary design studies, engineering calculations, and computer‑aided drafting (AutoCAD, GIS).
This is an exempt position.
Key Responsibilities- Provide construction management services and review contractor pay requests and change order reviews.
- Act as owner’s representative for capital projects.
- Conduct field inspections, prepare daily reports, and ensure compliance with approved plans.
- Provide field engineering services to resolve issues beyond original project scope.
- Schedule right‑of‑way permit meetings, review applications, issue & track permits, maintain databases, and coordinate right‑of‑way activities.
- Perform field surveying, base map preparation, preliminary design studies and engineering calculations.
- Complete construction drawings and specifications; inspect and rate drainage issues; inspect citizen complaints.
- Utilize AutoCAD, GIS and other computer‑aided systems for plan development.
- Coordinate and run surveys, prepare technical reports from data.
- Prepare specifications and bid documents for engineering projects.
- Conduct engineering studies and field investigations.
- Assist with parking garage oversight, assembly, parade, dumpster permits, traffic control, sign installation, replacement, maintenance, and inventory.
- Prepare reports and visual materials.
- Train staff in daily duties and new techniques.
Education and Experience
Associate’s degree or equivalent from a two‑year college or technical school with major work in civil engineering technology and five to ten years of related experience and/or training in engineering/traffic engineering support and inspection, computer‑aided drafting and design work in civil or traffic engineering software, or an equivalent combination of education and experience.
Language Skills
Ability to read, analyze, and interpret journals, reports, documents, and maps; respond to inquiries or complaints orally and in writing; keep detailed inspection reports; communicate effectively with management, public groups, or employees.
Mathematical Skills
Ability to apply fundamentals of plane and solid geometry, trigonometry, statistics, engineering computations for hydrology, hydraulics, statics, dynamics, geotechnical, thermodynamics, transportation; apply surveying computations for boundary surveys and plats; perform detailed cost estimates for construction projects.
Reasoning Ability
Apply engineering judgment and practices to solve problems where limited standardization exists; interpret instructions furnished in written or oral form.
Certificates, Licenses, Registrations
Must possess a valid appropriate driver's permit issued by the Commonwealth of Virginia.
Physical Demands
The employee is regularly required to use hands, reach with hands and arms, talk or hear; stand and sit frequently, walk occasionally, lift or move up to 10 pounds; eye vision to adjust focus.
Work Environment
Exposure to outside weather and wet/humid conditions; moderate noise level.
