We are looking for a Regulatory Specialist to join our team and provide technical regulatory support, develop project deliverables, manage tasks, and support overall project management and success.

Key Responsibilities
  • Identify project‑specific environmental regulatory requirements.
  • Complete desktop reviews to determine environmental constraints and draft summary documents.
  • Coordinate state, federal, and local government approvals, including required studies, reports, and final submittals.
  • Prepare environmental permit applications, gather supporting documentation, conduct assessments, and coordinate agency comment responses.
  • Write and review technical reports.
  • Coordinate preparation, review, and editing of technical documents such as permit applications, CPCN applications, and other reports.
  • Support Public Outreach, including development of graphics, project literature, and mass mailing to adjacent landowners.
  • Attend public meetings and present project status on environmental studies and permit acquisition.
  • Manage tasks and project budgets.
  • Onboard and manage sub‑consultants.
  • Coordinate with clients, maintain stakeholder relationships, and collaborate with internal project staff.
  • Perform, review, and oversee project technical work.
  • Coordinate, conduct, and/or lead field work.
  • Ensure QA/QC and Health and Safety requirements are followed throughout the project lifecycle.
  • Communicate and collaborate within Stantec Environmental Services and other lines to ensure consistency in execution.
  • Assist in developing new project proposals.
Your Capabilities and Credentials
  • Demonstrated experience with environmental regulations, licensing, and permitting in the utility sector within Virginia, North Carolina, and federal contexts.
  • Specific experience with the Section 404 Clean Water Act, Section 10 Rivers and Harbors Act, Section 7/10 Endangered Species Act, Section 106 National Historic Preservation Act, Virginia Water Protection permits, subaqueous bottom permits, North Carolina Section 401 permitting, CPCN applications and licensing, NEPA, surface water classifications, erosion control, SWPPPs, and Construction General Permits.
  • Plus: experience with Maintenance of Traffic plans, coordination with VDOT, NCDOT, rail, FAA, Bald and Golden Eagle Protection Act, NEPA, and Virginia municipal special use permits.
  • Ability to identify and solve problems using critical thinking while prioritizing safety.
  • Excellent attention to detail, verbal and written communication, and ability to multitask across multiple managers.
  • Professionalism and confidentiality, with ability to work independently in a dynamic environment.
  • Flexible schedule to coordinate with clients across time zones and attend evening meetings.
  • Networking and relationship building with professionals.
  • Proficiency in MS Office.
  • Valid driver’s license and satisfactory driving record.
Education and Experience
  • Bachelor’s degree in Environmental Science, Environmental Studies, Planning, Engineering, or related field.
  • Minimum six years of related experience, or an equivalent combination of advanced education and experience.
  • Project and task management experience preferred.
Pay Range
  • ME, VA: $65,700.00 - $95,300.00 annually
  • MN, OH, VT & various CA, ME, NY, VA areas: $73,000.00 - $ annually
  • CO, HI, IL, MD & various CA, NJ, VA areas: $80,300.00 - $ annually
