Performs complex professional and senior-level administrative work related to the County’s financial operations, including budget development, procurement oversight, central accounting, payroll, and accounts payable divisions. Assists the Director of Finance and Management Services in the administration of County-wide financial activities. Provides leadership and oversight across assigned divisions to ensure effective service delivery, sound financial management, regulatory compliance, and continuity of operations, and is accountable for proactively identifying, managing, and elevating significant, sensitive, or policy-related matters to the Director, as appropriate.

Performs related work as required. May serve as Director in the Director’s absence.

ESSENTIAL JOB FUNCTIONS
  • Provides direct supervision and strategic oversight to division managers and assigned staff across assigned divisions.
  • Oversees the County’s budget development, financial planning, monitoring, and financial management processes.
  • Oversees the technical accounting and financial reporting functions of the department, including the general ledger, financial statement preparation, and related reconciliations.
  • Coordinates the County’s Annual Comprehensive Financial Report (ACFR), Budget Document, and other complex financial statements and reports.
  • Coordinates the annual audit of County financial operations and works with external auditors to resolve findings and implement recommendations.
  • Coordinates annual audits and financial reporting for fiscal agent entities.
  • Develops, implements, and maintains County-wide and departmental financial policies, procedures, and internal controls related to budgeting, accounting operations, procurement, and financial reporting.
  • Interprets and ensures compliance with applicable federal and state laws, regulations, accounting standards, and local ordinances related to financial operations, budgeting, and purchasing.
  • Plans and implements financial management, operational, and system improvement projects to enhance efficiency, accuracy, internal controls, and service delivery.
  • Prepares and delivers presentations regarding budgets, financial performance, and economic and financial trends.
  • Represents the department in management meetings, cross-departmental initiatives, and collaborative operational and financial planning efforts.
  • Exercises independent judgment in managing complex financial, operational, and compliance issues, and assumes responsibility for elevating high-risk, sensitive, or policy-related matters to the Director, as appropriate.
  • The Assistant Director positions function as a unified leadership team, providing cross-coverage and shared responsibility for major departmental initiatives to ensure continuity of operations and consistent service delivery.
REQUIREMENTS/PREFERENCES

Education:

  • Required:

    Bachelor’s degree from an accredited college or university with major coursework in accounting, business, finance, or a related field.
  • Preferred:
    Master’s degree in a related field.

Experience:

  • Required:

    Seven or more years of progressively responsible experience at a managerial level in a complex environment.

Certifications/Licenses:

  • Required:

    Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO).

Knowledge, Skills and Abilities:

Thorough knowledge of governmental accounting and financial reporting and budgeting, with a strong working knowledge of financial systems and related applications. Demonstrated ability to manage complex financial operations and lead teams effectively. Ability to prepare, analyze, and interpret complex financial statements and reports. Strong written and verbal communication skills, with the ability to clearly convey complex financial information to a variety of audiences.

Supervisory Responsibilities:

Supervises several departmental divisions of professional, technical, and support staff.

Additional Requirements:
