DEFINITION ANDPURPOSE:
Functions in an administrative role to oversee and be responsible for the operations of the Finance Department within the organization.
ORGANIZATIONAL DETAILS:The Agency’s annual revenues are between $29 million and $32 million per year and include multiple federal and state funding sources. TAP has a June 30 fiscal year end, with a requirement to file an audited financial statement with the Federal Clearinghouse by March 31 of each year. The agency employs approximately 225 employees. TAP owns and operates several LLC’s, the largest of which is The Dumas Center for Artistic and Cultural Development.

Coordinates with:
Management and TAP Team Members
- Assists in carrying out the plans and the activities of the Finance component of TAP;
- Manages the preparation and administration of TAP’s budget and advises other TAP officials regarding the same;
- Manages the submission of reports and timely draw-downs of accounts receivable;
- Manages other components with the development and implementation of financial systems;
- Advises TAP officials on all financial matters of TAP;
- Manages the establishment and maintenance of the financial and accounting system for TAP;
- Manages the preparation of annual fiscal statements;
- Manages the preparation of other reports of the fiscal condition of TAP;
- Prepares RFPs for matters such as independent auditors, pension and health care administration;
- Manages independent auditors with the review of TAP financial records;
- Manages maintaining liability insurance to cover all risks;
- Overseas in the planning and implementation of new or recommended changes in the fiscal control and data processing systems;
- Overseas in updating the financial procedures manual as required;
- Works closely with other organizations rending technical assistance and promoting agency goals;
- Other duties as required.
KNOWLEDGE, SKILLS AND ABILITIES:
- Comprehensive knowledge of fiscal controls, laws and regulations governing receipt, custody and expenditures of federal moneys under agency contract;
- Comprehensive knowledge of Accounting principles and practices;
- Ability to evaluate financial systems and efficiently formulate and install applicable methods, procedures, forms and records;
- Ability to prepare informative reports;
- Ability to plan, organize, direct and evaluate work of subordinate employees;
- Ability to formulate long-range planning;
- Ability to establish and maintain positive and effective working relationship with others;
- Initiative and sound independent judgment within established guidelines;
- Prioritize work; coordinate several activities and follow up as required;
- Must have strong interpersonal skills;
- Strong problem-solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analysis;
- High level of integrity and dependability with a strong sense of urgency and results-orientation;
- Ability to communicate effectively, both orally and in writing.
- PC proficiency is essential (Windows environment) and strong working knowledge of Excel and other accounting software is preferred.
EDUCATION AND EXPERIENCE:
- BS in Accounting or Finance from an accredited college or university with major work in accounting, finance or business administration. This is to be supplemented with graduate level courses and/or extensive experience in finance, administration, budgeting, federal funding practices and regulations, purchasing and property management.
- MBA and/or CPA highly desirable.
- 10+ years in progressively responsible financial leadership roles, preferably in real estate development, property management, and/or construction industry.
