Position Overview

This role supports Revolutional’s National Security & Defense business unit (BU), focused on mission‑critical programs across DHS, DoS, and related agencies. The BU is in an active growth phase, expanding through full‑and‑open competition and modernization initiatives. Success requires disciplined capture execution, strong customer engagement, and the ability to align technical differentiation with mission priorities.

The core challenge: competing and winning in complex, high‑value ($25M–$250M+) federal pursuits where positioning, timing, and execution determine outcomes.

Position Description

As a Capture Manager at Revolutional, you will serve as the strategic lead for competitive pursuits, owning capture execution from early shaping through submission.

You will be responsible for developing win strategies, shaping opportunities pre‑RFP, and driving coordinated execution across business development, proposal, and technical teams.

This role requires someone who can operate in high‑stakes environments, aligning stakeholders, building competitive positioning, and increasing probability of win (P‑win) across the portfolio.

Responsibilities
  • Lead capture strategy and execution across National Security & Defense accounts
  • Shape opportunities prior to solicitation through direct engagement with SES‑level and acquisition stakeholders
  • Develop and execute detailed capture plans, including black hat analyses and price‑to‑win strategies
  • Drive teaming strategy aligned with customer mission priorities and solution positioning
  • Conduct competitive intelligence using Gov Win, budget data, contract history, and acquisition tools
  • Align technical, management, and pricing approaches to maximize probability of win
  • Lead capture reviews, gate decisions, and executive briefings
  • Collaborate with growth, technical, and executive leadership to strengthen competitive positioning
  • Track win rates and capture performance, incorporating lessons learned into future pursuits

Baseline Requirements (What You Bring)
  • U.S. Citizenship required
  • Ability to obtain and maintain a clearance (Active Secret or Top Secret preferred)
  • 5+ years of experience in federal capture, business development, or related roles
  • Experience supporting National Security & Defense customers
Technical Capabilities
  • Demonstrated experience leading full‑and‑open capture efforts for pursuits $25M+
  • Strong understanding of the federal acquisition lifecycle and competitive positioning
  • Experience developing capture plans, win strategies, and executive‑level materials
  • Experience conducting competitive intelligence and market analysis

    Proficiency with Gov Win, Salesforce/Techno Mile, and federal acquisition research tools
  • Experience engaging senior government stakeholders, including SES‑level
