The City of Roanoke Police Department is seeking an energetic individual to serve as the Deputy Director of Police Administration to coordinate and supervise the Department’s fiscal functions, including budget compliance, contract management, and grants oversight. The Deputy Director will also oversee administrative professional staff functions of the Police Business Division such as Records, Services, Fleet, Equipment, Property & Evidence, Building Maintenance, and Information Technology.

Responsibilities include addressing management problems through studies, facilitating organizational change, and providing leadership in fiscal and administrative matters. The position reports directly to the Chief of Police.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Develop and deliver effective presentations on controversial or complex topics to City Council, City Management, Police Department Command Staff, and public groups.
  • Coordinate and supervise the Department’s fiscal functions (payroll, accounting, budget).
  • Manage contracts with various outside agencies, prepare contract documents for final review.
  • Manage the department’s technology and analyst group.
  • Develop and manage grants and oversee the submission of grant‑related financial documents.
  • Coordinate and supervise professional staff functions of the Business Division (Records Unit, Services Unit – Fleet, Property & Evidence, Equipment & Quartermaster, Building Maintenance).
  • Address management problems through studies involving changes in policies, practices, and organizational structures.
  • Maintain the confidentiality of sensitive communications and materials.
QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

EDUCATION AND/OR EXPERIENCE

Bachelor’s degree in public or business administration or a related field (Master’s preferred) and five to ten years of high‑level management experience, preferably within local or state government.

LANGUAGE SKILLS

Ability to read, analyze, and interpret complex documents; respond effectively to sensitive inquiries or complaints orally and in writing; make persuasive presentations; negotiate and resolve conflicts; organize, direct, and coordinate administrative activities.

REASONING ABILITY

Analyze administrative, operational, fiscal, and social problems; make sound recommendations; formulate a vision; identify key stakeholders; plan, direct, train, and coordinate activities to achieve timely results.

CERTIFICATES, LICENSES, REGISTRATIONS

Must possess a valid appropriate driver’s permit issued by the Commonwealth of Virginia.

PHYSICAL DEMANDS

Frequent speaking or hearing, standing, walking, sitting, using hands to handle or feel, reaching, lifting or moving up to 10 pounds. Vision required to adjust focus. Reasonable accommodations may be made.

WORK ENVIRONMENT
