The City of Roanoke is seeking a Facilities Manager to serve in the Department of General Services and Sustainability. The Facilities Manager is required to manage the business side of Facilities Management & Custodial Services divisions. In coordination with the Facilities Superintendent, the Facilities Manager will manage the city-owned buildings- plumbing, electrical, HVAC, structural, paint, and custodial staffing. The Facilities Manager will also monitor the budget and make decisions on whether projects can be completed with in-house staffing based on budgeted amount and man-hours available.
Other expectations include assisting the Director of General Services in many Senior-Management level meetings, supervise staff and support the Supervisors on all Facilities business operations, carry out supervisory responsibilities in accordance with the organization's policies and applicable laws, and is responsible for interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems.

Examples of Duties
Directs plans and coordinates the operation of the division of Facilities Management engaged in building maintenance, repair, renovation, and retrofitting projects and custodial services activities. Responsibilities entail customer service, productivity measurement, process improvements, planning, strategic management, communications, and performance effectiveness that take into account life cycle costing to ensure that projects are completed with sustainability in mind.
Typical Qualifications
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

* Works with and oversees the Facilities Business Coordinator on outsourced maintenance and contracted projects.
* Responsible for budget preparation, capital expenditures, and building interior replacement and repair expenditures.
* Advises on the solution of difficult work problems encountered
* Ensures required OSHA and other mandated training and certifications are completed by assigned staff.
* Enforces sound safety and housekeeping practices.
* Reviews surveillance videos throughout the city when requested by staff or the Police Department
* Supports the work of staff engaged in general building maintenance involving electrical, heating, air conditioning, carpentry, painting, mechanical, and plumbing, ensuring that the work is within budget and in relation to the annual CIP.
* Establishes goals and objectives, sets priorities, develops and implements schedules and operating procedures.
* Experience working in a cross-functional team environment.
* Coordinates the Space Management Committee under the direction of the Director of General Services.
* Ability to establish a culture of safety for employees, ensure that work processes are free from safety and health hazards, ensure employees are properly trained, and maintain programs that support safety.
* May be required to wear respiratory protection in the performance of duties.
* Prepares spending analysis, capital maintenance, financial estimates, and divisional reports as required.
* Develops and implements divisional operational and personnel policies, and recommends new or revised policies to the Director.
* Prepares the division's operating and capital budgets and monitors and/or approves expenditures.
* The ability to develop an expenditure forecast.
* Prepares long-range plans for the division that include financial analysis and project review.
* Supports City-wide sustainability efforts in energy reduction, performance contracting, power purchase agreements.
* Coordinates with applicable departments and divisions on budgetary issues, projects, plans, and specifications.
* May be required to take classes or training to enhance job performance.
* Essential Personnel and required work in an emergency condition.
* Returning phone calls within a reasonable time.
* Available to receive calls from on-call technicians after-hours/weekends and may be required to report to a location at to direct and or coordinate repairs.
* Knowledgeable in risk management principles and general practices.
* Knowledgeable in American Disability Act.
