The City of Roanoke is seeking a Fleet Manager to plan and supervise the operation of the Fleet Services Division which includes the customer service, automotive repair services, equipment maintenance, and fleet administration.

Summary

Plays a key role in supervising the Fleet Services Division consisting of customer service, automotive repair, equipment maintenance, and fleet administration.

Responsibilities
  • Plays a key role in planning, supervising, and coordinating operations of the Fleet Services Division.
  • Follows procedures, policies and processes.
  • Determines repair requirements, replacement time of vehicles, and disposal of surplus vehicles.
  • Supervises maintenance of all city vehicle records and specifications.
  • Administers the city’s equipment management program.
  • Develops, implements, and maintains strategic, fiscal, and capital improvement plans.
  • Establishes objectives, plans and evaluates overall effectiveness of division services.
  • Ensures management control systems are in place to meet processes and procedures.
  • Coordinates work projects and sets priorities.
  • Oversees projects in process and evaluates completed projects for compliance with laws, regulations, and ordinances.
  • Determines standards and equipment necessary to ensure operational efficiency.
  • Prepares division budget and administers the same.
  • Prepares specifications for recommended vehicular and equipment purchases.
  • Develops and implements policies on matters pertaining to fleet activities and safety.
  • Directs the maintenance of vehicle records on computerized systems.
  • Directs the e‑surplus program.
  • Benchmarks standards of performance, determines and applies labour standards in the maintenance, inspection and repair of motorized equipment.
  • Monitors the work of staff for compliance and provides assistance when problems arise.
  • Attends meetings and provides technical assistance for fleet programs.
  • Prepares long‑range plans for the division including financial analysis and project review.
Supervisory Responsibilities

Supervises approximately 40–50 employees in Fleet Services and is responsible for overall direction, coordination, and evaluation of the division. Duties include interviewing, hiring, training, planning, assigning work, appraising performance, rewarding and disciplining employees, addressing complaints, and resolving problems.

Qualifications
  • Valid driver’s permit issued by the Commonwealth of Virginia.
  • City resident or secure residence within city limits within 12 months of employment.
Education and Experience

Bachelor’s degree from a four‑year college or university with a major in business, public administration, or related field. Five to ten years of experience in fleet management and significant managerial experience or training; OR equivalent combination of education and experience.

Certificates, Licenses, Registrations
  • Must possess a valid appropriate driver’s permit issued by the Commonwealth of Virginia.
Special Requirements
  • Must be a City resident or secure residence within city limits within 12 months of employment.
Language Skills
  • Read, analyze, and interpret technical journals, financial reports, and legal documents.
  • Answer inquiries or complaints from regulatory agencies or departments orally and in writing.
  • Present information to management, public groups, and/or boards of directors.
  • Negotiate and resolve conflicts.
Reasoning Ability
  • Define problems, collect data, establish facts, and draw valid conclusions.
  • Interpret and deal with extensive variables.
  • Think strategically.
Physical Demands

Regularly required to stand, walk, use hands to finger, handle, or feel; reach with hands and arms; talk or hear. Frequently required to sit. Occasionally required to stoop, kneel, crouch, or crawl. Occasionally lift or move up to 25 pounds. Specific vision abilities include adjusting focus.

Work Environment

Occasionally exposed to moving mechanical parts, fumes, or airborne particles, and outside weather conditions. Noise level is usually loud.
