Lead FSS Coordinator

DEFINITION ANDPURPOSE:
As a team lead, the position also ensures program compliance with HUD requirements, supports staff development, maintains operational standards, and strengthens partnerships with community agencies. The FSS Coordinator plays a key role in empowering residents to reduce reliance on government assistance and improve overall quality of life.
The Family Self-Sufficiency (FSS) Coordinator serves as a case manager and program leader responsible for helping public housing residents achieve economic independence and long‑term self‑sufficiency. This role provides individualized coaching, resource coordination, and barrier resolution while promoting career advancement, education, and financial literacy.
ESSENTIALKNOWLEDGE, SKILLS AND ABILITIES:
- Strong knowledge of HUD FSS program requirements, case management practices, and public housing programs.
- Understanding of workforce development, goal setting, and financial literacy principles (budgeting, credit, savings/escrow).
- Ability to manage a high‑volume caseload while maintaining accuracy and organization.
- Skilled in coaching, motivating, and supporting individuals from diverse backgrounds.
- Strong communication skills, including active listening, professional writing, and public speaking.
- Ability to identify barriers and develop effective, individualized solutions using available resources.
- Proficiency in data management systems (e.g., TAAG, Yardi) and Microsoft Office (Excel, Word, Outlook).
- Strong analytical and problem‑solving abilities with attention to detail.
- Ability to train, guide, and support staff while maintaining consistent program standards .
- Skilled in building partnerships and collaborating with community organizations and stakeholders.
- Ability to work independently, manage multiple priorities, and meet deadlines.
- Ability to interpret policies and ensure compliance with regulatory requirements.
- High level of professionalism, confidentiality, and sound judgment.
- Adaptability to changing program demands and operational needs.
- Manages a caseload of 50-75+ residents, providing individualized case management, goal planning, and ongoing coaching toward self‑sufficiency.
- Conducts participant enrollments, assessments, progress tracking, exits, and maintain accurate documentation in required systems.
- Identifies barriers to employment and independence; connect residents to education, job training, childcare, and supportive services.
- Provides financial literacy guidance and support participants in building savings and reducing reliance on assistance programs.
- Maintains accurate data entry, case notes, and reporting in systems such as TAAG and Yardi.
- Monitors participant compliance, milestones, and escrow account progress.
- Prepares, analyzes, and submits monthly reports to leadership, and ensures data accuracy across systems.
- Conducts file audits and maintains compliance with HUD program requirements.
- Tracks program performance and outcomes to support reporting and decision‑making.
- Provides daily guidance, training, and technical support to FSS staff.
- Develops, updates, and maintains training materials and operational manuals.
- Leads team meetings, case conferencing, and staff trainings.
- Assists with onboarding and training of new employees.
- Serves as a resource for policy interpretation, procedures, and system troubleshooting.
- Builds and maintains partnerships with community agencies, employers, and service providers.
- Conducts outreach to residents and the community to increase program participation and resource availability.
- Plans, coordinates, and facilitates quarterly Program Coordinating Committee (PCC) meetings in compliance with HUD requirements.
- Maintains partner rosters, recruits members, coordinates speakers, and distributes meeting materials and minutes.
- Serves as a liaison to strengthen collaboration between partner agencies.
- Supports daily operations of the EnVision Center, including assisting residents and the public with accessing resources, employment tools, and services.
