Position Summary
Under the general direction of the City Secretary, the Senior Accountant performs professional-level accounting work in support of the City’s financial operations, including general ledger maintenance, financial reporting, reconciliations, and audit support. The position is responsible for maintaining accurate financial records, ensuring compliance with applicable laws and governmental accounting and financial reporting standards, and assisting with the preparation and monitoring of the City’s annual operating budget.
The Senior Accountant works closely with City staff, auditors, and external agencies to support efficient financial operations and ensure accuracy and transparency in financial reporting.
Key Responsibilities
Essential Duties and Responsibilities include, but are not limited to, the following:
- Oversees daily accounting operations, including general ledger, accounts payable, accounts receivable, and payroll functions
- Supervises and provides guidance to the Payroll/Accounting Specialist and Accounting Specialist, including assigning work, reviewing output, and supporting training and development
- Prepares monthly, quarterly, and annual financial reports in accordance with GAAP and GASB standards
- Maintains the City’s general ledger and supporting financial records
- Performs and reviews bank reconciliations and monitors financial accounts for accuracy
- Assists with preparation and monitoring of the City’s annual budget
- Assists in coordinating and preparing documentation for the City’s annual independent audit and financial reporting requirements
- Prepares and reviews journal entries to ensure accuracy and completeness of financial transactions
- Supports compliance with applicable federal, state, and local financial regulations and maintains internal controls
- Prepares payroll-related reports and financial data as needed
- Responds to inquiries from City departments, vendors, auditors, and the public regarding financial matters
- Utilizes financial systems and software to maintain accounting records and generate reports
- Assists City leadership and the City Secretary with financial information and reporting as requested
Qualifications
- Bachelor’s degree in Accounting, Finance, Business Administration, or a closely related field is preferred
- Any equivalent combination of education and experience that provides the required knowledge, skills, and abilities may be considered
Skills / Experience
- Minimum of five (5) years of progressively responsible accounting experience, preferably in governmental accounting or municipal finance
- Supervisory or lead experience in overseeing accounting staff is preferred
- Experience with financial reporting, budgeting support, and audit preparation is preferred
- Knowledge of GAAP and GASB standards and applicable governmental regulations
- Strong analytical and problem-solving skills with attention to detail
- Ability to prepare and analyze financial reports accurately and efficiently
- Ability to maintain confidentiality and exercise sound judgment
- Strong communication and interpersonal skills
- Proficiency in Microsoft Office (especially Excel) and accounting software systems
- Ability to manage multiple tasks, meet deadlines, and work independently
Certifications, Licensures, and Registrations
The following certifications are preferred but not required for employment.
- Certified Public Accountant (CPA)
- Certified Government Finance Officer (CGFO)
- Government Finance Officers Association (GFOA) certification, training, or active membership
Physical Requirements
- Ability to sit for extended periods while performing detailed computer-based work.
- Frequent use of hands and fingers for keyboarding, data entry, and operation of standard office equipment.
- Ability to occasionally lift and carry files, reports, and office materials (generally up to 25 pounds).
- Ability to read detailed financial documents and view information on computer screens for extended periods.
- Ability to communicate clearly and effectively both verbally and in writing.
Work Environment
Work is primarily performed in a professional office environment within a municipal government setting. The position involves interaction with City staff, auditors, vendors, and members of the public.
