Job Summary

The Monitoring, Evaluation and Learning (MEL) Officer supports the implementation of Monitoring, Evaluation and Learning activities across Orbis Mongolia programs. The role is responsible for ensuring accurate and timely data collection, monitoring project performance, supporting reporting requirements, and promoting the use of data for learning and program improvement.

REPORTING & WORKING RELATIONSHIPS

The MEL Officer reports to the Country Director (or designee) and works closely with program staff, finance and operations colleagues, implementing partners, and the Global MEL Team to support monitoring, data quality, reporting, organizational learning, and alignment with organizational MEL standards, systems, and approaches.

Essential Job Functions / Key Areas Of Responsibility

Monitoring & Evaluation

  • Coordinate and Support the implementation of Monitoring, Evaluation and Learning plans across country projects.
  • Contribute to the development of logical frameworks, indicators, performance measurement plans, and monitoring tools for projects.
  • Coordinate routine data collection, verification, validation, and quality assurance activities.
  • Monitor and analyze project performance against indicators and targets, assess progress toward intended outcomes, and identify emerging issues and areas for program adaptation.
  • Support baseline studies, assessments, evaluations, and data collection exercises.
  • Maintain accurate project databases and monitoring records.
  • Ensure project indicators, monitoring tools, and reporting approaches are aligned with Orbis organizational MEL standards and indicator frameworks, where applicable.

Data Management & Reporting

  • Compile, clean, analyze, and summarize project data for internal and donor reporting.
  • Ensure timely submission of monitoring reports and reporting requirements.
  • Coordinate country level implementation and use of organizational MEL systems, including Spectrum and other digital reporting platforms.
  • Assist in developing dashboards, visualizations, and presentations that communicate program results.
  • Promote good data management practices and ensure consistency and accuracy of project information.

Learning & Knowledge Management

  • Support learning reviews, reflection sessions, and knowledge-sharing activities.
  • Document lessons learned, success stories, and best practices from projects.
  • Assist with operational research, assessments, and special studies as required.
  • Contribute to continuous improvement by identifying trends and opportunities based on program data.
  • Promote the routine use of monitoring data and evidence in program review, adaptation, and decision-making.

Program Support

  • Work closely with project teams to ensure MEL activities are integrated into project implementation.
  • Provide technical support to project staff and implementing partners on data collection tools and reporting requirements.
  • Support donor proposal development by providing MEL inputs and relevant program data.
  • Coordinate with external consultants supporting evaluations or research activities when required.

Compliance & Quality

  • Ensure MEL activities comply with donor requirements, organizational standards, ethical principles, safeguarding requirements, and data protection policies.
  • Support routine data quality assessments and follow-up actions to improve data accuracy and completeness.

Other Duties

  • Undertake other duties as assigned by the supervisor.

Qualifications & Experience

  • Bachelor's degree in Public Health, Statistics, Development Studies, Social Sciences, or another relevant field.
  • Minimum 3–5 years of experience in monitoring, evaluation, research, or program management, preferably within an NGO or international development organization.
  • Experience supporting donor-funded projects and monitoring frameworks.
  • Familiarity with quantitative and qualitative data collection methods.
  • Experience using databases, Microsoft Excel, and data visualization or reporting tools. Experience with MEL platforms is an advantage.
  • Strong written and verbal communication skills in English and Mongolian.
  • Willingness to travel to project locations as required.
