Statement of Duties

Administrative and supervisory work in directing the operation and maintenance of the Wastewater Treatment Plant and pumping stations and industrial pretreatment program (IPP); technical work in the planning, operation, repair, maintenance, and replacement of municipal wastewater collection and treatment systems; all other related work as required. Works to anticipate, meet and exceed customer service expectations in a positive and professional manner.

Supervision

Works under the general direction of the Chief Plant Operator. Performs highly responsible duties requiring the exercise of independent judgment in the administration, operation, and maintenance of the treatment plant and pumping stations. In the absence of the Chief Plant Operator, has direct supervisory responsibility for full‑time and part‑time employees.

Job Environment

Administrative work is performed under typical office conditions; most work is generally performed under shop and pump station conditions, with exposure to outdoor weather conditions, loud noises, hazardous chemicals, toxic conditions, fumes or airborne particles, infectious disease, and electrical hazards; many functions are performed within an office setting. On‑call (24 hr/day) on a rotating basis at the WWTF; on‑call for emergencies/breakdowns/alarms/etc. and may be contacted at any time;

must be able to work outside of business hours.

Operates an automobile, light truck, light equipment, hand and power tools, lab equipment such as pH meter, dissolved oxygen meter, flow meter, automatic sampler, electrical test equipment, lab equipment; operates a computer and standard office equipment.

Makes occasional contacts with other municipal departments, city, state, and federal officials, engineering/consulting firms, vendors, and commercial users. Has some contact with the general public. Contacts are in person, by telephone, cell phone, electronic mail, radio dispatch and in writing and require discussing complex and technical subject matters.

Has access to division‑oriented information, such as personnel records, and bid proposals. Errors in either technical application of procedures or in the interpretation of related data could result in lower standards of service, inadequate wastewater collection, damage to equipment, and could adversely affect the wastewater collection service, resulting in financial and legal repercussions for the city. Errors in judgment could lead to danger to public health and safety.

Functions

  • In the absence of the Chief Operator, oversees and supervises the WWTF and pump station staff; oversees the completion of any assigned projects.
  • Coordinates the activities of the WWTF work groups. Ensures that wastewater facilities and pumping stations operate in accordance with procedures established by city, state and federal regulations; checks facilities and equipment for proper operation; troubleshoots breakdowns; assigns duties to operators, maintenance personnel and other employees as required.
  • Assists with the preparation of the WWTF and pump stations annual operating budget, annual CIP budget and develops CIP plans.
  • Assists with the development, implementation and enforcement of Standard Operating Procedures.
  • Administers requisitions and purchases parts as needed; makes chemical, physical and mechanical analysis and bacteria counts; works with government agencies in meeting the wastewater permitting regulations.
  • Follows up on progress of work; inspects; makes periodic reports to the Chief Operator regarding work to be done, status of work in progress, projects completed, and costs involved.
  • Implements new programs and procedures; coordinates employee training sessions; updates existing procedures as needed.
