Administrative and inspection work related to building inspection services in the city, may include electrical, plumbing, mechanical, and for the enforcement and interpretation of national and state inspection codes, the local zoning ordinances, and other applicable regulations; all other related work as required.

Supervision

Works under the direction of the Director Building and Licensing, in accordance with applicable provisions of the New Hampshire General Laws and city bylaws.

Performs varied and highly responsible functions of a technical nature, requiring considerable independent judgment in the application, interpretation, and enforcement of building, electrical, plumbing and mechanical codes, zoning regulations, and other applicable regulations.

Job Environment

Administrative work is performed under typical office conditions; inspection work is performed under varying conditions, with frequent exposure to various weather conditions and the hazardous conditions associated with construction sites. May need to attend occasional night meetings and work on weekends, as requested.

Operates an automobile, computer, and standard office equipment. Operates hand, and power tools, ladder.

Makes frequent contacts with the general public, city departments, boards, committees, engineers, architects, builders, property owners, and state, federal and local officials; contact is by telephone, in writing, and through personal meetings.

Has access to department‑related confidential information, including pending lawsuits and criminal investigations.

Errors in either technical application of recognized inspection procedures, or in the interpretation of related data, could result in damage to property, endanger public safety, have financial and/or legal implications, and cause adverse public relations for the department and for the city.

Essential Functions
  • Enforces building codes, including the State of New Hampshire Building and local ordinances; provides guidance to design professionals and property owners.
  • Enforces the provision of the International Code Council (ICC) and all other relevant state codes.
  • Assists in city zoning ordinances enforcement, regulations and requirements of special permits and variances issued by the Zoning Board of Appeals, and all other applicable statutes, rules and regulations.
  • Enforces all of the provisions of the basic code and acts on all questions relative to the mode or manner of construction and the materials to be used in the erection, addition to, alteration, repair, removal, demolition, installation of service equipment, and the location, use, occupancy, and maintenance of all buildings and structures, except as may otherwise be specifically provided for by statutory requirements.
  • Interprets all codes, such as building, mechanical, electrical, and plumbing, etc., relevant to the Inspection Services Department for builders, lawyers, homeowners, realtors, bankers, and others.
  • Inspects new buildings and alterations to buildings for new construction, change of use and additions and upon completion for conformity with structural requirements, approves plans.
  • Proposes issuance of building related permits as required by local ordinance or state law.
  • Initiates stop work orders, correction notices and citations as required by the applicable related ordinances, codes and standards.
  • Reviews building permit requests.
  • Performs comprehensive plan reviews for building construction or alteration to determine compliance with state codes, and other applicable regulations.
  • Conducts building inspections; documents findings and maintains records of related inspection activity and completes related reports.
